Java Technical Project Lead

Key Responsibilities

1. Technical & Delivery Leadership

1）Own end-to-end delivery of assigned digital banking projects from initiation, requirements and

solution design through development, testing, deployment and hypercare.

2） Provide technical leadership to cross-functional squads comprising Backend, Frontend/React, QA,

Business Analysts, DevOps and other technical & functional specialists.

3）Translate business objectives and requirements into actionable technical delivery plans, milestones,

dependencies and acceptance criteria.

4）Work closely with Solution Architects and Engineering Leads to ensure solutions are scalable,

secure, resilient and aligned with enterprise architecture.

5）Drive Agile ceremonies including sprint planning, daily stand-ups, backlog refinement, reviews and

retrospectives.

6）Track delivery progress, risks, issues, dependencies, resource capacity and critical path;

proactively drive mitigation and recovery actions.

7）Ensure technical documentation, design decisions, release plans and operational handover

artefacts are maintained.

2. Digital Banking Delivery

1）Lead delivery of digital banking capabilities across mobile, web and supporting backend/API

services, as project requirements demand.

2） Coordinate integration with core banking, payments, cards, authentication, customer information,

digital banking, fraud/risk ( as required ), and other enterprise platforms as applicable.

3）Ensure API, microservices and integration development follows agreed engineering, security and

performance standards.

4）Work with UX, Product Owners and Business teams to convert customer journeys into

implementable technology solutions.

5） Ensure NFR (non-functional requirements) covering performance, availability, security, resiliency

and observability are addressed.

3. Digital and Regulatory & Compliance Projects

1） Lead technology delivery for regulatory, compliance, risk, audit and mandatory bank initiatives

alongside normal digital banking change programmes.

2） Translate regulatory requirements, policy changes and compliance obligations into technology

requirements, delivery scope and measurable outcomes.

3） Coordinate with Compliance, Risk, Legal, Information Security, Architecture, Operations and

relevant business stakeholders.

4）Maintain clear traceability from regulatory requirement → business requirement → technical change

→ test evidence → implementation → audit / regulatory evidence.

5） Ensure regulatory deadlines, control requirements, approvals, testing evidence, segregation of

duties and production-readiness requirements are incorporated into the delivery plan.

6） Support audit and regulatory reviews by ensuring appropriate documentation, evidence and

decision records are available.

4. Stakeholder & Governance Management

1） Act as the primary technology delivery interface across coustmer business, product, technology,

architecture, security, operations and vendor teams.

2）Provide concise and accurate status reporting covering progress, RAG status, risks, issues,

dependencies, decisions and next steps.

3） Facilitate senior stakeholder discussions and drive timely resolution of blockers and cross-team

dependencies.

4）Manage technology vendors / delivery partners where applicable, including deliverables, quality,

timelines and escalation.

5）Ensure adherence to banking project governance, SDLC, change management, security and

production deployment processes.

5. Quality, Risk & Production Readiness

1） Establish and monitor quality gates across development, SIT, UAT, security testing, performance

testing and release readiness.

2）Ensure defects, technical debt and operational risks are identified, prioritised and resolved or

formally accepted.

3） Drive production readiness including monitoring, support model, rollback / contingency planning,

operational handover and post-production validation.

4） Promote engineering best practices, automation, code quality, secure development and continuous

improvement.

Required Skills & Experience

1.8 to ~15 years of experience in technology project / programme delivery, software engineering

leadership or technical delivery management, preferably within banking or financial services.

2. Proven experience as a Technical Project Lead, Technical Delivery Lead, Squad Lead, Engineering

Lead or equivalent.

3.Strong experience leading Agile / Scrum squads and multidisciplinary technology teams.

4.Hands-on understanding of modern application architectures, APIs, microservices, cloud /

distributed systems and CI/CD concepts.

5.Experience delivering digital banking, mobile banking, internet banking, payments or other

customer-facing financial technology platforms.

6. Demonstrated experience delivering regulatory, compliance, risk, audit or mandatory technology

change projects.

7.Strong understanding of SDLC, testing, release management, change management, production

support and technology governance.

8.Excellent stakeholder management, communication, problem-solving and escalation-management

skills.

9.Ability to work across business and technology teams and convert complex requirements into

practical delivery outcomes.

Preferred Technical Exposure

1.Backend technologies such as Java / Spring Boot or equivalent.

2. Frontend technologies such as React / React.js or equivalent.

3.REST APIs, microservices, event-driven integration and enterprise integration patterns.

4.SQL / relational databases and understanding of data flows.

5.Cloud platforms, containers, DevOps, CI/CD and automated testing.

6. Application security, IAM / authentication, encryption, logging, monitoring and observability.

7.JIRA / Confluence or equivalent Agile delivery and documentation tools.
