About the Role

We are seeking an experienced Land Use Planner / Development Planner Specialist to support a large, complex development project in the Bay Area. T his role will focus on Development Agreement (DA) interpretation, entitlement compliance, and the separation of a residential parcel from an existing Development Agreement to enable independent development by a new buyer.

The ideal candidate has a strong background in land use planning, development entitlements, and regulatory compliance, with the technical ability to interpret existing Development Agreements, coordinate amendments with local government agencies, and review development plans and construction drawings for compliance with approved entitlements.

This is a specialized planning role for someone who understands the technical and regulatory aspects of real estate development. The position does not involve commercial property negotiations, sales and marketing, or construction project management.

Key Responsibilities

• Development Agreement Compliance: Review and interpret existing Development Agreements, including development conditions, restrictions, obligations, and approval requirements.
• Parcel Separation and Entitlements: Support the process of separating the residential portion of a larger development site from the existing Development Agreement, ensuring the process is legally compliant and appropriately structured.
• Planning and Entitlement Amendments: Work with relevant city planning departments and other agencies on Development Agreement amendments, subdivision matters, parcel maps, and related entitlement requirements.
• Independent Building Permit Readiness: Help establish a clear entitlement pathway for the residential parcel so the new buyer can pursue an independent building permit.
• Plan and Drawing Review: Review proposed development plans and construction drawings to confirm consistency with the original Development Agreement and its applicable requirements.
• Technical Coordination: Explain existing Development Agreement terms, planning conditions, and regulatory constraints to the buyer's development team and relevant stakeholders.
• Ongoing Compliance Support: Provide continued Development Agreement interpretation and entitlement compliance support as the broader development progresses, including future commercial development milestones.

Required Qualifications

• 5–10+ years of experience in land use planning, development entitlements, urban planning, or a related field involving complex real estate development projects.
• Demonstrated experience interpreting and administering Development Agreements, entitlement conditions, or comparable land use approvals.
• Familiarity with planning and entitlement processes involving parcel maps, subdivision maps, lot line adjustments, or similar land division matters.
• Ability to review development plans and construction drawings against existing entitlements and approval conditions.
• Experience communicating with city planning departments and local government agencies regarding planning requirements, amendments, and compliance.
• Strong understanding of land use regulations and the entitlement requirements associated with large-scale development projects.
• Ability to work independently, apply sound planning judgment, and explain complex regulatory requirements clearly to development teams.

Important Scope Clarification

This role is focused on planning, entitlements, and Development Agreement compliance. It does not require responsibility for property pricing, buyer sourcing, commercial negotiations, marketing, construction execution, or builder management.

The immediate priority is the residential parcel separation and entitlement process, with continued compliance support anticipated for future development phases.

Interested candidates should have hands-on experience with Development Agreements, land use entitlements, and planning compliance—not solely general real estate transaction or construction management experience.
