LEAD INSTRUCTOR / TRAINING DELIVERY LEAD — POWER & ENERGY | SYRIA

CRG is recruiting a senior Lead Instructor / Training Delivery Lead to design, integrate and oversee country-wide technical training, OJT, practical field instruction and workforce-capacity development across Syria’s power and energy sector.

This is not a classroom-only role. The selected candidate must be able to take departmental requirements, workforce competency gaps, asset condition, equipment availability and operational priorities and convert them into executable training programs that improve real-world performance.

Core Responsibilities

• Design the overarching Training Master Plan , curriculum architecture and delivery methodology
• Translate technical requirements into Programs of Instruction (POIs), lesson plans, instructor guides, practical exercises, assessments and qualification pathways
• Develop and integrate classroom, laboratory, simulator, field, OJT and train-the-trainer delivery
• Establish competency standards, prerequisites, learning objectives, practical task evaluations and remediation requirements
• Coordinate discipline SMEs across transmission, substations, protection/control, SCADA, maintenance, laboratories, renewables, efficiency, MRV, asset management, project controls and related areas
• Direct field-based instruction using actual infrastructure, equipment and operating conditions where authorized
• Build OJT task books, qualification records, checklists and supervisor sign-off processes
• Standardize technical terminology, SOPs, training records and document control
• Mentor local instructors and establish sustainable train-the-trainer / institutional knowledge-transfer capability
• Measure training effectiveness through competency assessments, field performance, KPIs and lessons learned
• Support mobilization, scheduling, instructor allocation, equipment requirements and training-site readiness

Minimum Requirements

• 15+ years relevant power, energy, utility, EPC, engineering, technical-training or infrastructure experience
• 10+ years developing and/or delivering technical training, OJT, workforce qualification or competency-based programs
• Demonstrated experience managing multi-discipline training programs and instructor teams
• Degree, technical diploma or recognized professional/trade qualification in a relevant discipline
• Formal Train-the-Trainer, Instructional Systems Design, Adult Learning, Instructor Certification or equivalent required
• Relevant technical certifications strongly preferred: PMP, PE/CEng, NFPA 70E, LOTO/PTW, CEM/CMVP, ISO 9001/17025, OEM/SCADA/protection-system certifications , or equivalent
• Experience in utilities, national laboratories, EPC, heavy industry, government programs or major infrastructure environments
• Strong technical writing, curriculum-development, assessment and field-instruction capability
• Willing and able to work in Syria and travel country-wide

Highly Preferred

Former DOE / National Laboratory, utility, U.S./allied military engineering, EPC, owner’s engineer or major industrial training experience. Post-conflict, austere or OCONUS delivery experience is highly desirable.

This position requires a senior practitioner who can design the system, lead the instructors, validate the training, and carry it through classroom-to-field execution.
