What they need
Job Summary We are seeking an analytical, strategic, and highly collaborative Learning & Development (L&D) Manager to lead our regional talent capability building and workforce enablement practice. In this critical leadership role, you will be the core technical owner responsible for performing organizational training needs analysis (TNA), designing high-impact structural curriculum grids, measuring training return-on-investment (ROI) metrics, and managing corporate learning infrastructure. Operating at the intersection of business unit leads, cross-functional delivery teams, and human resource leadership, you will translate corporate growth objectives into scalable workforce upskilling tracks. The ideal candidate will combine data-driven educational analytics with sharp interpersonal maturity to maximize workforce competencies, eliminate operational performance gaps, and support long-term corporate growth.
Key Responsibilities
- Training Needs Analysis (TNA): Design, execute, and systematically evaluate comprehensive TNAs across all commercial and technical business units to pinpoint corporate capability and performance gaps.
- Curriculum Architecture & Design: Own and manage the full instructional design lifecycle, building scalable digital, hybrid, and face-to-face corporate learning models.
- Program Execution & Moderation: Orchestrate regional talent development rollouts, lead high-impact leadership development frameworks, and facilitate corporate onboarding tracks.
- L&D Vendor & SLA Management: Source, evaluate, and manage third-party external training partners, professional institutions, and coaching consultants, auditing delivery logs strictly against Service Level Agreements (SLAs).
- Learning Analytics & ROI Reporting: Track, extract, and interpret multi-layered learning data (including program evaluation sheets, skill assessment profiles, and operational metrics tracking) to prove training ROI to executive management.
- LMS Infrastructure Governance: Administer and optimize the centralized Learning Management System (LMS) platform, ensuring accurate data curation, license allocations, and smooth digital asset deployments.
- Statutory Grant & Compliance Coordination: Direct and audit corporate submissions for government training grants (such as SkillsFuture Singapore / SSG funding parameters) and ensure all learner records strictly comply with the Personal Data Protection Act (PDPA) [Singapore].
Requirements
- Education: Minimum Bachelor’s Degree in Human Resource Management, Organizational Development, Education, Business Administration, or a related quantitative professional discipline. Professional certifications (such as ACTA/ACLP, IHRP, or equivalent instructional design credentials) are highly valued.
- Technical Proficiency: High competency in advanced Microsoft Office Suite applications (specifically Excel for data parsing, metric summaries, and training budget spreadsheets, and PowerPoint for corporate program layout presentations) alongside hands-on experience navigating cloud-based LMS portals.
- Experience: Prior hands-on experience as a Learning & Development Manager, Senior Corporate Trainer, or Capability Development Lead—preferably within a multinational corporate office, professional consulting firm, technology sector, or fast-growing enterprise environment—is required.
- Communication: Exceptional verbal and written English communication skills; professional etiquette and an approachable, highly polished, and structured stakeholder management style to interface smoothly with cross-functional leaders.
- Core Competencies: Outstanding structural logic, sharp emotional intelligence, intense attention to detail under tight corporate reporting deadlines, and a resilient leadership mindset.
Pay: $4,600.00 - $6,000.00 per month
