Learning & Development Manager

About the role

The Learning & Development (L&D) Manager is the enterprise owner of organisational learning strategy, capability development, and leadership pipeline execution at the Centre. The role is accountable for designing, governing, and delivering learning frameworks that build current performance, future capability, and leadership readiness. The L&D Manager ensures alignment with People & Culture strategy, BMS and ISO governance, statutory requirements, and business priorities, while driving a culture of continuous learning and performance excellence.

Key responsibilities

• Own and lead the Centre's learning and development strategy, ensuring alignment with business objectives, People & Culture priorities, and long-term organisational capability needs
• Design and govern competency frameworks, career pathways, and capability matrices across job families
• Provide strategic direction on leadership development, high-potential programmes, and succession pipeline readiness
• Govern training policies, standards, and frameworks to ensure consistency, quality, and compliance with BMS, ISO, HRDF, DOSH, MOH, and other regulatory requirements
• Ensure all mandatory, statutory, and compliance training programmes are properly designed, delivered, and documented
• Lead enterprise training needs analysis (TNA) and capability gap assessments across all divisions
• Own the design, development, and delivery of learning programmes, including in-house programmes, external collaborations, public programmes, and leadership initiatives
• Lead the adoption and governance of learning technologies, learning management systems, and digital learning platforms
• Own and govern the L&D budget (OPEX & CAPEX), ensuring effective allocation, cost discipline, and return on learning investment
• Lead, coach, and develop the training team to ensure high performance, professional growth, and succession readiness

About you

• Experience in learning strategy, capability development, and training governance
• Knowledge of BMS, ISO standards, HRDF, DOSH, MOH, and statutory training requirements
• Experience with training needs analysis, competency frameworks, and career pathway design
• Proficiency in learning technologies, learning management systems, and digital learning platforms
• Experience in budget management, contract oversight, and resource optimisation
• Demonstrated ability to lead and develop teams
• Knowledge of adult learning methodologies and instructional design
