Role Overview

We are seeking an experienced and confident Learning & Talent Development Specialist to design and deliver impactful learning and talent development programs across the organization. This role combines end-to-end learning solutions - from needs analysis and program design to facilitation and evaluation - with the planning and execution of talent development initiatives.

The ideal candidate is a skilled facilitator with maturity and program owner who can engage diverse audiences, translate development needs into practical solutions, and drive programs through to measurable outcomes.

Learning & Development

• Conduct training needs analysis (TNA) and develop a training roadmap aligned with business priorities
• Design and deliver interactive learning programs across classroom, virtual, and e-learning formats
• Facilitate training and workshops for employees and people managers; confidently act as a lead facilitator/MC for large audiences and events
• Coordinate internal and external facilitators/vendors, evaluate training effectiveness, and continuously improve programs
• Manage training administration and documentation, including submissions to the Department of Skill Development (DSD)

Talent Development

• Plan, design, and execute talent development programs to strengthen employee capabilities and support talent growth
• Coordinate program implementation with stakeholders, track progress, and evaluate outcomes to ensure program effectiveness

Qualifications:

●      Bachelor’s or Master’s degree in Human Resources, Business Administration, Education, or a related field

●      7-12 years of relevant experience in Learning & Development, Talent Development, or related HR roles, with hands-on end-to-end program experience

●      Proven training facilitation experience with large groups, including people managers; confident presentation and MC skills

●      Experience planning and executing talent development programs

●      Strong communication and stakeholder management skills, confident with senior leaders

●      Detail-oriented, well-prepared, and effective in managing sessions and materials

●      Proactive and comfortable working in fast-paced environments

●      Experience designing and creating e-learning courses, AI literacy, and proficiency in English are advantages
