LGU Relations & Permits Manager

Overview:

Lhoopa is recruiting a dedicated owner of its relationship with DHSUD and

LGUs, complementing the Senior Manager, Pag-IBIG Relations role.

Reporting to the SVP, Public Affairs & Government Relations, and working

closely with the COO, Operations, and the Acquisition and Construction

teams, this role secures and protects Lhoopa’s regulatory access, permits,

and approvals across the 60+ cities where it operates.

The mandate is weighted toward day-to-day execution at the LGU level,

getting permits, licensing, and clearances signed and unblocked, while

maintaining national-level regulatory monitoring of DHSUD and policy

developments. Based in Metro Manila with regular engagement across LGUs

nationwide, it is a high-impact, full-time role at the intersection of government

relations, regulatory compliance, and operational delivery.

Responsibilities

Government & Regulatory Engagement

● Lead day-to-day engagement with LGUs, DHSUD, and other

relevant government agencies.

● Build and maintain relationships with local and national government

stakeholders.

● Coordinate technical discussions, consultations, and government

meetings.

LGU Permits, Licensing & Approval Execution

● Drive permit, licensing, and clearance approvals at the LGU level

across operating cities. This is the operational core of the role.

● Track every required permit and clearance to closure, anticipating

and unblocking delays.

● Support project-level government approvals for Acquisition and

Construction.

Regulatory Monitoring & Compliance Support

● Monitor DHSUD, LGU, and agency requirements.

● Track permit, licensing, and compliance-related developments.

● Align internal processes and support regulatory issue resolution and

escalation.

Policy Input & Advocacy Support

● Flag policy, regulatory, and legislative developments that affect

permits, licensing, and project approvals, with their operational

implications.

● Provide field input to policy briefs, position papers, and advocacy

initiatives led by the SVP, Public Affairs & Government Relations.

Institutional Escalation & Issue Management

● Support complex regulatory and multi-agency issues.

● Lead government-facing issue management and institutional

interventions.

● Provide recommendations for high-risk government-related

concerns.

Qualifications:

● 7+ years of experience securing permits, licenses, and clearances

for real estate or construction projects, with a developer, or LGU or

DHSUD office.

● Strong, demonstrable network within LGU offices (Zoning, Office of

the Building Official, BFP) and DHSUD regional offices.

● Deep working knowledge of housing and real estate regulatory

processes.

● Proven ability to drive many approvals in parallel across multiple

cities, with disciplined tracking and clear status reporting.

● Uncompromising integrity: secures approvals only through

legitimate, documented processes, with zero tolerance for fixers or

facilitation payments.

● Fluent in English and Filipino; a regional language is a plus.

● Willing to travel regularly to LGU offices and project sites nationwide.
