Library Manager

Key Responsibilities

• Lead the day-to-day operations and overall management of the university library.
• Develop and implement the library strategy, policies, procedures, and annual operating plans.
• Manage library collections, including print, electronic, academic, research, and digital resources.
• Oversee Integrated Library Systems (ILS) and ensure effective use of library technologies and platforms.
• Manage and optimize OPAC/cataloguing systems, circulation, acquisitions, and resource management processes.
• Oversee electronic databases, e-journals, e-books, and academic research resources.
• Manage institutional research and research information systems, including platforms such as Elsevier Pure/RIMS, where applicable.
• Lead the acquisition, evaluation, renewal, and licensing of library resources and subscriptions.
• Manage relationships and negotiations with publishers, database providers, suppliers, and other external vendors.
• Develop and manage the library budget, ensuring effective allocation of resources and cost control.
• Lead, supervise, and develop library staff, ensuring high service standards and operational efficiency.
• Establish and monitor KPIs and service standards to continuously improve the student and faculty experience.
• Support students, faculty, and researchers in accessing academic information and research resources.
• Collaborate with academic departments, faculty, research teams, and senior leadership to understand and support their information needs.
• Support research, information literacy, digital literacy, and academic skills initiatives.
• Ensure library policies and services support institutional accreditation and quality assurance requirements.
• Maintain accurate library statistics, reports, usage data, and management dashboards.
• Drive digital transformation and introduce innovative technologies to improve library accessibility and user experience.
• Ensure compliance with copyright, intellectual property, data protection, and institutional policies.
• Prepare management reports, budget proposals, performance reviews, and strategic recommendations for senior leadership.

Requirements

• Bachelor's or Master's degree in Library & Information Science, Information Management, Knowledge Management, or a related field.
• 7–10+ years of relevant library experience, preferably within a university or higher education environment.
• Proven experience managing academic or university library operations.
• Strong knowledge of ILS, OPAC, cataloguing, circulation, acquisitions, and digital library systems.
• Experience managing electronic resources, academic databases, e-journals, and e-books.
• Familiarity with research information management systems such as Elsevier Pure/RIMS is preferred.
• Experience in budget management, vendor negotiations, procurement, and resource licensing.
• Strong understanding of academic research support and information literacy.
• Experience supporting accreditation, quality assurance, and institutional requirements.
• Proven team leadership and stakeholder management experience.
• Excellent communication, analytical, organizational, and problem-solving skills.
