LNG HSE Manager

Overview

We are seeking an experienced HSE Manager to provide strategic Health, Safety and Environment leadership for a major LNG project in China. Based in Qingdao, this position will oversee HSE performance across two fabrication yards , ensuring consistent implementation of project HSE standards, regulatory compliance, and a strong safety culture throughout all phases of construction and module fabrication.

This is a senior leadership role requiring a proactive professional capable of influencing stakeholders at all levels, leading HSE teams across multiple locations, and driving continuous improvement in safety performance.

Key Responsibilities

• Provide overall HSE leadership and governance for two fabrication yard locations supporting a large-scale LNG project.
• Develop, implement, and monitor HSE management systems, procedures, and project-specific safety programs.
• Lead and mentor site HSE teams, ensuring consistent standards, competencies, and performance across both locations.
• Promote a proactive safety culture through visible leadership, workforce engagement, coaching, and behavioral safety initiatives.
• Ensure compliance with client requirements, Chinese regulations, project specifications, and international HSE standards.
• Review and approve risk assessments, method statements, lifting studies, SIMOPS activities, and high-risk work plans.
• Lead incident investigations, root cause analyses, and corrective action programs.
• Conduct regular site inspections, audits, and management safety walks to verify compliance and identify improvement opportunities.
• Monitor HSE KPIs and provide regular reporting and performance updates to project and senior management.
• Support contractor management processes, including HSE evaluations, onboarding, and performance monitoring.
• Interface with project management, construction, quality, engineering, and client representatives to ensure HSE objectives are achieved.
• Travel periodically to the Qidong facility to align HSE standards, conduct audits, and support project execution activities.

Qualifications & Experience

• Degree or Diploma in Occupational Health & Safety, Environmental Management, Engineering, or related discipline.
• Professional HSE certifications such as NEBOSH, CSP, GradIOSH, IOSH, or equivalent are preferred.
• Minimum 10-15 years of HSE experience within LNG, Oil & Gas, Energy, EPC, Offshore, Shipyard, or Heavy Industrial projects.
• Demonstrated experience leading HSE functions across multiple sites or fabrication yards .
• Strong understanding of construction, module fabrication, and heavy lifting activities associated with LNG projects.
• Proven leadership experience managing and developing HSE teams.
• Familiarity with Chinese HSE regulations and international industry standards.
• Excellent communication, stakeholder management, and report-writing skills.
• Ability to work effectively in a multicultural project environment.
