Project: Egypt: A Low Carbon Pathway for the Steel Sector Duration: Approx. 7 months Project Background The European Bank for Reconstruction and Development (“EBRD” or “the Bank”) is supporting the Ministry of Industry of the Arab Republic of Egypt (“MoI”) in developing a Low Carbon Pathway (“LCP”), which will set out a roadmap for the progressive decarbonisation of the Egyptian steelmaking sector in line with the Egyptian Government’s sustainable development and decarbonisation goals as set forth in its national strategies and plans, including the Industrial Development Strategy 2030 and the Decarbonisation and CBAM Action Plan (the “Project”).

Egypt is the largest crude steel producer in Africa and second in the MENA region, and the sector is a major contributor to industrial GDP and exports. As the European Union is a key trade destination for Egyptian steel, the country is well placed to accelerate decarbonisation and address the EU’s Carbon Border Adjustment Mechanism (CBAM). Under the Global Matchmaking Platform (GMP) and in coordination with the World Bank, UNIDO and the German Energy Agency (dena), the EBRD is leading the development of the sectoral LCPs. This assignment will deliver the iron and steel LCP, combining policies, technologies, investments and corresponding GHG emission trajectories towards carbon neutrality.

Deliverables Inception Report summarising the Consultant’s understanding of the assignment, proposed approach, timeframes, communications strategy and preliminary results of Task A

Steering Committee kick-off meeting, presenting the Inception Report

Interim Report covering the findings of Tasks A, B and C, including progress, issues encountered and planned work for the next period

Draft Final Report covering the findings of Tasks A, B, C and D, with a section on major achievements, problems encountered and recommendations

Presentation slides and Steering Committee meetings to present and discuss results

Final Report delivering the full and final results of the assignment

Final Presentation Event, follow-up report, and facilitative dialogue meetings and capacity-building workshops throughout the assignment

Qualifications And Requirements

• At least 15 years’ experience in Egypt’s steel sector and managing complex projects.
• Extensive local knowledge and the ability to convene meetings and engage stakeholders effectively.
• Excellent English and Arabic writing and speaking skills are a must.
• Clear, effective and professional communication skills are essential.

Education / Training

• Degree in engineering, economics, business administration or a related field.

Language

• Fluency in English and Arabic.
