***Please note this is a 12 month part-time contract position***

Job summary:

This role is primarily responsible for the bidding, tendering and contract execution processes of general materials and general service procurement items, as well as handling the procurement of on-site materials and services for relatively simple operational scopes. This position will invite vendors, consult with suppliers and review quotations, determine or negotiate contract terms and conditions, award supplier contracts or recommend contract awards, establish logistics of delivery schedules, monitor progress and contact clients and suppliers to resolve problems.

Responsibilities:

1. Coordinating the request units, managing and maintaining service & material contracts.

• Responsible for handling the requirement plans and actual demands raised by request units, especially the procurement of general services and materials, as well as the procurement for work scopes with relatively simple technical requirements.
• Responsible for processing contract change requests from request units.
• Responsible for tracking and maintaining contract information for request units, ensuring the normal status of contracts.
• Responsible for formulating procurement plans and strategies for projects within the scope and implementing them according to the plan.
• Assisting to handle disputed invoices, continuously improving and enhancing the quality of contract procurement.

2. Quality and compliance control throughout the procurement process

• Master the supply chain management system and implement procurement actions in accordance with the system to ensure procurement compliance.
• Responsible for pre-qualification of contractors within the scope.
• Conduct initial review and submission of procurement application documents for projects within the scope.
• Prepare RFQ documents for projects within the scope and issue bids according to procedures.
• Organize bid evaluations for projects within the scope according to procedures.
• Negotiate with contractors for projects within the scope to obtain price advantages.
• Draft contract texts, organize relevant stakeholders for review, and submit for signing.
• Archive procurement package documents within the scope in accordance with archive management requirements; maintain contract information ledger and update it in real-time.
• Continuously improve the quality of contract procurement and reduce the frequency and quantity of contract changes.

3. Establishment and expansion of the supply chain resource pool

• Continuously understand the industry status related to procurement projects within the scope, broaden the supply chain resource pool, and establish a comprehensive supplier database.
• Continuously enhance the competitiveness of the responsible procurement projects, reduce the proportion of single sourcing, and lower the prices of services and materials procurement.

4. Contractor management

• Maintain the entry and exit information of the responsible contractors.
• Organize regular performance evaluations of contractors.
• Regularly communicate and maintain relationships with contractors, exchanging information on contract execution, etc.

5. Audit inspection

• Conduct regular self-examination and self-correction in accordance with management requirements.
• Actively conduct data organization, provision, and rectification in accordance with the requirements of superior audit inspections

6. Perform any other duties and responsibilities as assigned by supervisor.

Authority and Working Relationships:

• Reports directly to the Drilling Operations Manager and works closely with wellsite supervisors, drilling project managers, Finance, SCM and service vendors.
• Verifies costs and recommends invoice approval; approves invoices only within formally delegated authority. Escalates disputed charges, contract exceptions and scope changes to the appropriate decision-maker.

Position Requirements:

• Possess basic working knowledge of goods or service procurement.
• Completed or working towards a degree, diploma or SCMA designation in purchasing, supply chain, business, law or engineering is an asset.
• General understanding of business processes, methodologies and information systems related to supply chain is required
• Good communication skill and solution oriented
• Experience with Microsoft AX would be considered an asset
• Candidate willing to deliver long-term, stable service will be considered an asset.
• Fluent in English, with good oral expression and written proficiency.
