Position Title: Mainframes Tech Lead

Location: Remote

Duration: 12 plus months contract with possible extension

Domain: Health Insurance – Membership and Billing.

10+ years leading mainframe development for member enrollment/lifecycle systems (Commercial, Medicaid, Medicare) in regulated healthcare environments, owning the full SDLC from requirements through production support.

• Drive architecture and design of member management capabilities - enrollment, eligibility, plan management, disenrollment - translating complex business requirements into scalable technical solutions.
• Deep technical proficiency in COBOL, JCL, VSAM, IMS DB/DC, DB2 for z/OS, REXX, and z/OS utilities (SORT, IDCAMS, IBM File Manager), plus version control/change management tools (ChangeMan, Endevor, Git).
• Apply healthcare regulatory expertise, including EDI transaction sets and HIPAA compliance.
• Lead and mentor high-performing teams, managing onshore-offshore delivery, cross-time-zone coordination, and sprint/release reporting.
• Own production reliability: perform root-cause analysis on incidents, drive corrective/preventive actions, and enforce coding standards and quality benchmarks.
• Manage delivery risk and stakeholder communication - identifying bottlenecks, mitigating delays, and serving as the primary technical liaison to business stakeholders.
