What they need
We are seeking a Management Analyst to support the Office of the Assistant Secretary of the Army for Financial Management and Comptroller (ASA (FM&C)) in strengthening acquisition and contract-management operations. The analyst will provide practical, data-driven advisory support that improves portfolio visibility, accountability, coordination, and execution across the contract lifecycle. This position supports Government decision-making by delivering timely analysis, well-organized management products, and actionable recommendations.
The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned.
- Analyze workflows, reports, data calls, and existing management processes to identify bottlenecks, duplicative effort, unnecessary handoffs, and opportunities for standardization, automation, and improved accountability.
- Develop and maintain Government-approved standard operating procedures, templates, checklists, job aids, process maps, and recurring reporting products.
- Prepare agendas, briefing materials, decision papers, and follow-up actions for weekly status meetings, monthly In-Progress Reviews, Contract Review Boards, and other executive governance forums.
- Identify execution risks, trends, corrective actions, and decisions requiring Government attention; communicate findings clearly to senior stakeholders.
- Coordinate with Government and contractor personnel—including requirements owners, CORs, program managers, resource managers, and contracting personnel—to maintain accurate, timely, and actionable management information.
- Support continuous process-improvement efforts that enhance transparency, consistency, and lifecycle management of the ASA (FM&C) contract portfolio.
Required:
- Bachelor’s degree in business, public administration, management, finance, operations, or a related discipline.
- At least five years of experience in management consulting, program management, business-process improvement, or federal operations analysis.
- Demonstrated ability to translate complex operational or performance data into clear executive-level briefings, trackers, reports, and recommendations.
- Proficiency with Microsoft 365 applications, particularly Excel, PowerPoint, Word, Teams, and SharePoint.
- Experience developing process documentation, workflow maps, standard operating procedures, performance dashboards, or management reporting products.
- U.S. citizenship and an Interim Secret clearance or higher, consistent with contract requirements.
- Strong organizational, analytical, communication, and stakeholder-coordination skills.
Preferred:
- Experience supporting DoD, Army, financial-management, acquisition, audit-readiness, or headquarters-level organizations.
- Familiarity with federal acquisition, contract-management, and portfolio-governance processes.
- Experience preparing materials for executive governance forums, such as Contract Review Boards or In-Progress Reviews.
- Project Management Professional (PMP), Lean Six Sigma, Certified Management Consultant, or similar professional credential.
Clearance Requirement: Must be able to obtain an Interim Secret security clearance. Must be a U.S. citizen.
P****hysical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:
- Ability to perform repetitive motions with the hands, wrists, and fingers.
- Ability to engage in and follow audible communications in emergency situations.
- Ability to sit for prolonged periods at a desk and working on a computer.
