Building Technology Research Institute (BTRi) is a limited company wholly owned by the Financial Secretary Incorporated.

The BTRi will conduct research and development (R&D) activities in areas covering innovative construction materials, construction methods and technologies, as well as devise standards, conduct testing and provide accreditation. Hong Kong has unique advantages with a wealth of knowledge and experience in applying international construction standards. Through collaboration with government authorities in the Greater Bay Area (GBA), the BTRi will foster interconnectivity and integrated development of the GBA, and help build the brand of "GBA Standards" by developing standards for different domains of construction, such as materials, design and construction methods, with a view to developing the GBA into one of the regions with the most advanced construction technologies in the country and transforming the construction industry into a new quality productive force.

This role is primarily responsible for overseeing the operation a quality audit/inspection team for CEDD Approved Steel Reinforcing Bar Prefabrication Yards in Hong Kong, which comprises of a team of supervisors; with a secondary duty of leading R&D related study projects.

Main Responsibilities:

• Oversee and manage the daily operation of the quality audit/inspection team for steel reinforcing bar prefabrication yards
• To witness sampling of incoming rebar materials for Government projects for compliance testing
• To assess the compliance testing results, review and audit the Yards’ operation, quality assurance/management system, traceability system, disposal procedures for the non-conforming materials, and review/comment the Yards’ quarterly operation reports
• To prepare Monthly Inspection and Materials Testing Reports and Quarterly Audit Reports on findings and observations about the Yards’ performance, results of any performance monitoring, production inspections, and quality audits
• To prepare reports on anomalies and major non-conformities on the prefabricated rebar products
• To liaise with the RSE about the results of compliance testing and notify the Yards to release the materials that passed the compliance testing from the quarantine area for fabrication uses (for Approved Yards)/ for delivery (for Stockist Yards)
• To liaise with members of the Project Team of works contracts and communicate with the Government Representative or his/her Inspecting Officers and other relevant parties
• To regularly review, monitor and audit the Yards’ QMS and advise the on areas for improvement on the Yards’ QMS and quality assurance requirements of Approved Yards/Stockist Yards
• To assist in handling enquiries and complaints associated with the quality of the prefabricated rebar products
• Assist supervisors and formulate strategy on the development of innovative solutions for the construction industry
• Monitor the R&D projects’ progress, including technical and financial aspects and other project administrative task
• Prepare related documentation, including tender documents, proposals and reports
• Collaborate with other researchers, industrial partners, local and overseas universities and other stakeholders

Requirements:

• Degree Holder in Civil and/or Structural Engineering or related subjects
• Corporate member of a civil/ building related professional institute is preferred
• At least 7 years' experience in the construction industry with exposure to large-scale civil or building projects
• Experienced in site operations, particularly rebar testing procedure and rebar quality assurance is highly preferred
• Proficiency in written and spoken English and Chinese
