What they need
About Us
Empact Technologies is a fast-growing AI-native compliance and risk management platform serving the energy and infrastructure sectors. We help clean energy developers and infrastructure builders unlock billions in IRA tax credits and other federal/state incentives by automating complex labor compliance workflows like prevailing wage, apprenticeship tracking, and Davis-Bacon reporting.
Empact is expanding beyond clean energy into broader infrastructure risk and compliance markets, including data center development, public works, and supply chain risk management. We are on a hyper-growth trajectory with ambitious goals.
The Role
Empact Technologies is a compliance technology (SaaS) company. We deliver prevailing wage and labor compliance services on federal and state-funded energy and construction projects through NexusIQ, our software platform. NexusIQ pairs an AI agent at every station of the compliance workflow - cleaning incoming files, reading contracts and selecting the correct wage determination, validating rosters against payrolls, and generating final reports - with a human compliance team that reviews, judges, and stands behind the output.
The Manager, Compliance Services is the front-line leader of that human team. You own the quality of what leaves the team, the development of the people on it, and the accuracy of every wage determination applied across your projects. Because we operate as a SaaS business, you also own how effectively your team works alongside NexusIQ - where the platform accelerates the work, where human review must remain, and where the agents need better signal to improve.
This is a coach / player-coach role: you are primarily a coach who elevates the output of your team, while staying close enough to the work to step in when it matters. The scope is tactical to operational - you translate strategy into day-to-day execution across multiple workstreams. Reporting to a Senior Manager or Director of Compliance Services, you lead a team of 1 to 10 individual contributors.
You are accountable for two things above all: that nothing reaches a client until it is right, and that the people on your team get better at producing work that is right the first time.
Responsibilities include but are not limited to:
People management and development
- Lead a team of 1 to 10 individual contributors (Analysts, Associates, Senior Associates, and Leads; Data Clerks as needed).
- Set goals, coach performance, and ensure deliverables are met.
- Manage workflows, schedules, and priorities across the team.
- Manage and develop people: performance management, coaching, feedback, and promotions.
- Hold regular one-on-ones, give direct and timely feedback, and address performance issues early and fairly.
- Support hiring, onboarding, and retention; build a team culture grounded in accuracy, accountability, and care for the client.
Planning and execution across workstreams
- Plan and oversee work across multiple workstreams and timelines.
- Translate strategy into execution, balancing client needs, capacity, and risk.
- Track key project metrics for your direct reports and use them to manage capacity and performance.
Training and SOPs
- Build and present SOPs and trainings for the team.
- Train new team members on compliance processes, wage determination logic, report standards, and the tools the team uses day-to-day.
- Own the team's training and ongoing proficiency in NexusIQ — ensure every team member is trained on the platform, keep them current as features and workflows evolve, and verify they can use NexusIQ effectively in their day-to-day work.
- Keep existing team members current as regulations, guidance, and internal processes change.
- Identify skill gaps surfaced through audits and report reviews, and close them with targeted coaching and training.
Quality Assurance Checks
- Conduct all quality assurance reviews in NexusIQ wherever the platform supports the check, reserving manual review for cases NexusIQ cannot yet handle and feeding those edge cases back to the platform team.
- Serve as the final reviewer on reports before they are sent to clients; nothing goes out until it has passed your review, and confirm findings, calculations, supporting documentation, and conclusions are accurate, complete, and defensible against Empact's quality and presentation standards.
- Review monthly compliance reports for every active project before they reach the client, verifying that monthly data ties out to underlying payrolls, rosters, and prior periods, and that exceptions are documented and resolved.
- Own the accuracy of wage determinations across all projects, change orders, and verifications on your team — confirming each project applies the correct wage determination per the governing guidance (e.g., Davis-Bacon, IRA prevailing wage, applicable state requirements), and reviewing determinations triggered by change orders and scope changes to ensure the right classifications and rates are applied.
- Resolve ambiguous or contested determinations by escalating to the appropriate subject-matter authority and documenting the decision.
- Conduct recurring project audits of team members' work using a consistent audit standard; document findings, track corrective actions to closure, and use results to inform coaching, training priorities, and individual performance assessments.
- Track recurring issues across monthly cycles and audits and feed them back into training and process improvements.
Subject-matter expertise and kickoffs
- Serve as a Subject Matter Expert (SME) in the regulations governing the projects on your team (e.g., Davis-Bacon, IRA prevailing wage and apprenticeship, applicable state requirements) and in NexusIQ, with the depth to answer team and client questions directly.
- Can confidently Lead and facilitate Client kickoffs, EPC kickoffs, and subcontractor kickoffs — setting expectations, walking through compliance requirements, and aligning stakeholders on process and deliverables. Ensures that their team can present and provide clear NexusIQ and compliance requirements of expectations to the Client, EPC, and contractors.
Quality, compliance, and escalation
- Ensure quality and compliance through reviews, controls, and escalation management in NexusIQ whenever possible.
- Serve as the primary escalation point for client issues, owning resolution and keeping leadership informed.
- Serve as the escalation point for complex compliance issues and regulatory interpretation.
- Ensure adherence to regulatory requirements, internal policies, and client contractual obligations across all projects.
Executive reporting and client management
- Report weekly to the Director and VP on team capacity and client temperature, so the executive summary is ready for presentation in executive meetings.
- Partner with Client Management/Sales to keep clients informed and to represent the team in reviews and key conversations.
- Review team time tracking and utilization for accuracy and to surface scope or capacity issues early.
- Partner with Product Management and AI Trainers to surface where the NexusIQ agents help, where they fall short, and where human review must remain.
- Drive your team's effective adoption of NexusIQ, and feed live failures and edge cases back to the platform team so the agents keep improving.
