Manager, Data Governance

The incumbent is responsible for establishing and operationalising a modern, enterprise-wide data governance framework to high-quality data, integrity and security across the organisation.

This role requires a strong analytical mindset to support data-driven decision-making processes within the insurance sector. The incumbent is expected to operate effectively by building scalable processes, driving stakeholder alignment, and progressively embedding governance into business processes and technology platforms.

• Own and execute HLA’s Data Governance framework, including ongoing review, enhancement and expansion of standards.
• Develop and implement an enterprise-wide data governance strategy aligned with business objectives.
• Establish and enforce data governance policies, standards, and procedures across the organization.
• Define and operationalize data ownership and stewardship models to drive accountability.
• Support regulatory reporting requirements with accurate and auditable data.
• Collaborate with cross-functional stakeholders, including Business SMEs, IT MIS, Enterprise Architecture, Application Owners and Data Engineers to strengthen data quality, risk management and controls.
• Build, maintain and enhance enterprise metadata, including Critical Data Elements (CDE), data lineage, data quality rules, reference data, thresholds, data domains, PII classification, data ownership, data dictionary and business glossary.
• Lead the Data Governance Council by driving agendas, ensure timely updates, and monitoring implementation of agreed actions and remediation initiatives.
• Oversee data access controls, data sharing protocols, and data protection mechanisms (e.g. masking and privacy controls).
• Evaluate, recommend and implement new data governance tools and platforms (e.g. data catalogue, data quality management, issue tracking solutions).
• Promote a data-driven culture and enhance data literacy across the organisation.
• Develop and execute change management plans, including stakeholder engagement, communication, and training strategies to support data governance initiatives.
• Monitor adoption of data governance practices and implement corrective actions where resistance or gaps are identified.
• Establish success metrics (e.g., adoption rates, data quality improvements, policy compliance) to measure effectiveness of change initiatives.
• Act as a change champion, influencing leadership and key stakeholders to prioritize data governance as a strategic capability.
