Manager - HR & Admin.(Site) -Experience in Highway/ Structure projects

Role Purpose

To lead the end-to-end HR operations at project site, ensuring effective manpower planning, recruitment, employee engagement, industrial relations, labour-law compliance, contractor workforce management, and HR governance. The role will act as the HR Business Partner to the Project Leadership Team and ensure alignment between people practices and project execution requirements.

Key Responsibilities

1. Manpower Planning & Deployment

• Prepare and monitor project-wise manpower plans in line with the approved organogram and project schedule.
• Coordinate with Project/Functional Heads for timely deployment of critical resources.
• Monitor manpower productivity, deployment, transfers, and demobilization.
• Identify manpower gaps and initiate recruitment/redeployment actions.

2. Site HR Operations

• Manage complete employee lifecycle from onboarding to separation.
• Ensure timely joining, induction, attendance, leave, payroll inputs, transfers and exit formalities.
• Maintain accurate employee records and HR MIS through HRIS/SAP/SuccessFactors.
• Ensure effective implementation of HR policies and processes at site.

3. Employee Relations & Industrial Relations

• Manage employee grievances and maintain a positive employee-relations environment.
• Handle disciplinary matters in coordination with Project Leadership and Corporate HR.
• Manage worker relations and support resolution of site-level IR issues.
• Coordinate with local stakeholders/labour representatives wherever required.

4. Labour & Statutory Compliance

• Ensure compliance with applicable labour laws, including BOCW, CLRA, PF, ESIC, Minimum Wages, Payment of Wages, Employees' Compensation and other applicable statutory requirements.
• Monitor contractor labour compliance and documentation.
• Ensure timely renewal/maintenance of labour licences, registrations, registers and statutory records.
• Coordinate statutory inspections and audits.

5. Contractor Workforce Management

• Ensure proper onboarding and documentation of contract labour.
• Monitor contractor manpower deployment, attendance, wages and statutory compliance.
• Conduct periodic contractor compliance reviews and close identified gaps.
• Coordinate with contractors to ensure adherence to company HR and labour-compliance requirements.

6. Performance & Talent Management

• Facilitate goal setting/KRA-KPI, performance appraisal and calibration processes at site.
• Identify high-performing and critical resources and support retention initiatives.
• Identify skill gaps and coordinate training and development interventions.
• Support succession and talent development initiatives.

7. Employee Engagement & Welfare

• Drive employee engagement initiatives at project sites.
• Ensure appropriate welfare facilities for employees and workmen.
• Address employee concerns and improve overall employee experience.
• Promote a positive and inclusive work culture at site.

8. HR MIS & Governance

• Prepare and monitor HR dashboards/MIS covering manpower, attrition, hiring, attendance, compliance and employee-related metrics.
• Ensure timely submission of HR reports to HO/RO.
• Monitor HR KPIs and take corrective actions wherever required.
• Conduct periodic HR audits and ensure closure of observations.
