Manager - Landfill

We are seeking an experienced and results-driven Manager - Landfill to lead and oversee the safe, efficient, and environmentally compliant operation of our integrated waste management facility. This role is responsible for managing landfill operations, leachate treatment systems, environmental compliance, contractor performance, asset reliability, operational excellence, and SWCorp contractual KPI achievement.

The successful candidate will provide strategic leadership to multidisciplinary teams while ensuring operational efficiency, regulatory compliance, cost control, sustainability, and continuous improvement initiatives.

Key Responsibilities

• Lead and manage overall landfill and waste management operations to ensure safe, compliant, and efficient facility performance.

• Drive achievement of SWCorp contractual KPIs, operational targets, and environmental performance standards.

• Oversee landfill activities including waste acceptance, placement, compaction, daily cover application, airspace management, and site development.

• Manage environmental compliance programs, including:

  • Leachate treatment and monitoring
  • Groundwater and surface water monitoring
  • Landfill gas management
  • Air quality and environmental reporting

• Ensure compliance with regulatory requirements, permits, environmental legislation, and company policies.

• Lead operational excellence and continuous improvement initiatives to enhance productivity, cost efficiency, and service delivery.

• Manage asset maintenance, infrastructure reliability, equipment performance, and capital improvement projects.

• Oversee landfill expansion projects, facility development, and operational improvement programs.

• Manage operational and capital budgets while identifying cost optimization opportunities.

• Build and maintain strong relationships with regulators, government agencies, contractors, consultants, and local communities.

• Champion HSEQ (Health, Safety, Environment & Quality) culture and drive workplace safety performance.

• Lead emergency preparedness, incident management, risk mitigation, and business continuity planning.

• Develop, mentor, and lead multidisciplinary operational teams to achieve business objectives.

Job Requirements

Education

• Bachelor's Degree in Engineering, Environmental Engineering, Environmental Science, Waste Management, Civil, Mechanical, Chemical Engineering, or a related discipline OR Master's Degree or professional certification in Waste Management, Environmental Management, Project Management, Occupational Safety & Health, or Asset Management is an added advantage.

Experience

• Minimum 10-15 years of experience in landfill operations, waste management, environmental services, utilities, infrastructure, or related industries.

• At least 5 years in leadership role with responsibility for operational performance, compliance, budgeting, and team leadership.

• Proven experience managing:

  • Landfill operations
  • Leachate treatment systems
  • Environmental compliance programs
  • Contractors and service providers
  • Capital and operational budgets
  • Large operational teams

• Experience engaging with SWCorp, DOE, local authorities, and regulatory agencies.

• Strong track record in operational improvement, cost optimization, compliance management, and project delivery.

Technical & Leadership Competencies

• Strong knowledge of landfill operations, leachate treatment, landfill gas management, environmental monitoring, and waste management systems.
• Good understanding of environmental regulations, HSEQ requirements, and contract performance management.
• Strong leadership, stakeholder management, decision-making, and problem-solving skills.
• Excellent communication and presentation skills in English and Bahasa Malaysia.
