Job Summary

We are seeking an energetic and strategic Manager of R&D Outsourcing to lead the planning, execution, and management of outsourced research and development activities. Responsibilities

• Develop and execute sourcing strategies for R&D outsourcing projects, aligning with organizational goals and innovation pipelines.
• Lead contract negotiations with external vendors, ensuring favorable terms while managing risks related to procurement contracts and vendor compliance.
• Manage vendor and supplier relationships, overseeing performance metrics, quality standards, and delivery timelines to ensure project success.
• Utilize ERP systems such as SAP and Oracle EBS to streamline procurement processes, track project milestones, and manage procurement data efficiently.
• Coordinate cross-functional teams—including R&D, procurement, legal, and logistics—to facilitate smooth project execution from sourcing to delivery.
• Conduct root cause analysis on supply chain disruptions or vendor issues to implement corrective actions swiftly.
• Stay current on procurement regulatory knowledge including Federal Acquisition Regulations (FAR) and public sector purchasing policies to ensure compliance in all outsourcing activities.

Qualifications

• Proven experience in procurement management within R&D or technology sectors, with a strong background in vendor contract management and strategic sourcing.
• Demonstrated expertise in ERP systems such as SAP, Oracle EBS, and e-procurement platforms for procurement category management and materials management.
• Strong negotiation skills with a track record of successful procurement contract negotiations—particularly in direct negotiation procurement contexts.
• Knowledge of supply chain management principles including logistics, production planning, quality management, and materials management.
• Familiarity with procurement regulatory frameworks such as FAR (Federal Acquisition Regulations) and public sector purchasing standards.
• Excellent project management skills with the ability to lead cross-functional collaboration across multiple departments.
• Analytical mindset with experience in root cause analysis to resolve sourcing or supply chain issues efficiently.

Pay: $63,400.00 - $72,500.00 per year
