M&E DOCUMENTATION ENGINEER

I. PRIMARY PURPOSE

The M&E QC Documentation Engineer oversees implementation and support for all aspects of M&E QC documentation works like Request for Inspection (RIN), Material Receiving Inspection (MIR), Vendor/Supplier Approval Request (VSR), Material Approval request (MAR), Method Statement, Non-conformance and T&C Documents within M&E Depot Area.

He will support implementation and compliance to all aspects of documentation in M&E QC documentation and monitor to confirm all inspection papers are to be prepared and verified on site prior to issuance forms control standards and procedures within the department.

The M&E QC Documentation Engineer is responsible on Tracking of all submittal documents and dissemination of the status to concerned M&E team members.

II. DUTIES AND RESPONSIBILITIES

• Prepare and maintain the project reference data libraries for each data-oriented application.
• Manage collection, integration and validation of data from Sub-Contractors, Vendors/Supplier and or internal project stakeholders into central data repository.
• Prepare and issue data and document for inspections RIN and MIR.
• Coordinates and lead the Meeting for VSR, MAR and to secure records in project folders and Materials.
Verify the DOCUMENT APPROVALS (VSR, MAR, MS, T&C Procedures) & Personnel
Qualifications/Certifications of Subcontractor operatives - as applicable.
• Prepare Request for Inspection (RIN) should be initiated at least 24 hrs. prior to the scheduled inspection during weekdays and 48 hrs. in advance, during weekends.
• Monitor overall M&E overall construction performance with technical quality and compliance with design and specification requirements.
• Work with senior managers to identify approaches and methods to improve overall quality and reliability.
• Handover to Operations for documents, based on the Company specific data control delivery procedure.
• Perform Other duties from time to time as assigned / delegated by the superiors.

EDUCATION, TECHNICAL CAPABILITY AND CAREER

• Graduate in Mechanical or Electrical Engineering course
• With 4-10 years experienced in QAQC Documentation
• Previous experience in a Japanese company is an advantage.

KEY SKILLS

• Proficiency in Microsoft Office applications, including Word, Excel, Power point, PDF DC pro, AutoCAD is a plus.
• Knowledge of using SharePoint and document management systems.
• Able to summarize work progress and relate the project quality schedule-based inspection activities.
• Able to compile work defect and non-compliance in the Construction site.
• Familiarity with QAQC document keeping and handling.
• Good knowledge in preparing Method Statement, Testing Procedures and other quality documents.
• Able to comprehend types of inspection and testing procedures.
• Supervise the effective implementation of all test and inspection schedules and ensure adherence to all procedures and coordinate with various teams to perform quality audits on processes.
• Able to understand M&E facility system, check problems, and propose solutions.
• Able to conduct technical discussion with subcontractors highlighting quality requirements.
• Good written and oral communication skills, Organized and attentive to details.
