M&E Manager

Job Summary

The M&E Manager will be responsible for the overall planning, coordination, technical management, documentation and delivery of M&E works throughout the project lifecycle, including coordination with consultants, subcontractors and authorities and supporting the project through Green Mark (GM), TOP, CSC, testing & commissioning and final handover.

This is a key project role requiring strong local construction experience, technical competency and project-management capability.

Key Responsibilities

• Lead and manage all M&E works from project commencement through construction, testing & commissioning, TOP/CSC, handover and defects rectification.
• Plan, coordinate and monitor M&E works to meet the project's programme, quality, safety and contractual requirements.
• Coordinate M&E interfaces with Architectural, Structural/C&S and other project disciplines to ensure constructability and minimise clashes.
• Manage and coordinate M&E subcontractors, suppliers and specialist contractors.
• Liaise closely with the Project Director/Project Manager, consultants, Qualified Persons, clients and relevant authorities.
• Review M&E drawings, shop drawings, technical submissions, method statements, material submissions and related documentation.
• Manage RFIs, technical queries, design changes and M&E coordination issues and ensure timely closure.
• Coordinate authority submissions, inspections, testing, approvals and statutory requirements relevant to the M&E works.
• Manage and coordinate the full process and documentation requirements for Green Mark (GM), TOP and CSC, as applicable to the project.
• Oversee testing & commissioning of M&E systems and ensure defects and outstanding technical issues are properly closed.
• Coordinate preparation and submission of as-built drawings, O&M manuals, testing records, warranties and handover documentation.
• Monitor M&E work progress against the construction programme and proactively identify delays, technical risks and coordination issues.
• Support cost control, variation management, value engineering and procurement planning for M&E works.
• Ensure M&E works comply with applicable Singapore codes, authority requirements, project specifications and contractual requirements.
• Work closely with the project team on digitalisation, BIM/IDD coordination, productivity and continuous improvement initiatives.

Requirements

• Degree or Diploma in Mechanical Engineering, Electrical Engineering, or a relevant engineering discipline.
• Minimum 8 years of relevant M&E project management experience, preferably gained in Singapore.
• Strong experience managing M&E works for building construction projects of similar nature and complexity.
• Candidates with new-build project experience will be strongly preferred.
• Demonstrated experience managing M&E works through major project milestones, including testing & commissioning, TOP/CSC and final handover.
• Knowledge and practical experience in Green Mark requirements and documentation is highly desirable.
• Good knowledge of Singapore construction practices, statutory requirements, authority submissions and M&E regulatory requirements.
• Strong coordination experience involving consultants, subcontractors, suppliers, authorities and multidisciplinary project teams.
• Able to read and review M&E drawings, specifications and technical submissions.
• BIM/IDD or digital construction coordination experience will be an advantage.
• Strong planning, problem-solving, communication, and stakeholder-management skills.
• Able to take ownership of M&E deliverables and work effectively within a main-contractor project environment.
