Manpower Outsourcing Delivery Manager

We are a leading IT services and digital solutions provider serving Fortune 500 clients across banking, finance, automotive, and technology sectors. We are seeking an experienced Delivery Manager to oversee our IT manpower outsourcing projects and ensure high-quality service delivery to our clients.

Key Responsibilities

• Liaise directly with clients and internal business teams to understand project requirements, clarify role specifications, and define hiring and performance criteria for outsourced personnel
• Identify, evaluate, and assess project risks; develop and implement effective mitigation plans to ensure smooth service delivery and operational continuity
• Manage the full employment lifecycle of outsourced personnel — including onboarding, deployment, performance monitoring, and offboarding — ensuring compliance and positive employee experience
• Serve as primary point of contact for employee inquiries, concerns, and labour-related matters; resolve issues promptly and professionally
• Develop, document, and continuously improve delivery processes, standards, and workflows to enhance operational efficiency and client satisfaction
• Maintain regular progress updates, performance reporting, and issue escalation; coordinate with third-party vendors and monitor their service quality, compliance, and delivery standards

Requirements

• Minimum 3 years of proven experience in service delivery, project management, or account management within the IT outsourcing / managed services industry
• Fluent in both English and Mandarin — spoken and written (business professional level) — required for client communication, documentation, and cross-regional coordination
• Strong ability to communicate, collaborate, and build relationships with stakeholders from diverse cultural and professional backgrounds
• Mature, stable, and proactive work attitude; capable of working under pressure, adapting to changing priorities, and managing multiple projects effectively
• Banking, financial services, or IT services domain experience is highly preferred
• Bachelor’s degree or higher qualification in a relevant field
