Mechanical & Electrical Engineer / Quantity Surveyor

• Lead the preparation, measurement, valuation, and submission of monthly M&E progress claims to JKR, including joint site valuations and subcontractor payment certifications.
• Manage subcontractor commercial and contractual matters, including verification of progress, VO claims, payment recommendations, and resolution of claim-related disputes.
• Review and scrutinize M&E material and product submissions to ensure compliance with approved brands, manufacturers, specifications, and Schedule C requirements.
• Identify, prepare, and submit M&E Variation Order (VO) claims, including cost estimates, supporting documents, justification letters, drawings, and JKR-KPK/JKR-APK submissions.
• Manage Variation of Price (VOP) claims by applying the relevant M&E components, Recovery Factors, and Department of Statistics cost indices in accordance with the contract.
• Monitor and control project costs for M&E, ICT, kitchen, and medical equipment packages, including budget tracking, cost comparisons, forecasting, and commercial reporting.
• Coordinate ICT commercial and technical matters with the client, ensuring ICT infrastructure, specifications, and proposed solutions comply with client requirements.
• Ensure overall compliance with contract requirements, BQ, method of measurement, JKR procedures, and approved project specifications while coordinating with JKR, consultants, subcontractors, and other stakeholders.

Job Requirements:

• Possess at least a Bachelor's Degree in Mechanical, Electrical Engineering, Quantity Surveying, or any relevant fields.
• Candidates with at least 3 years of working experience in commercial/contracts management, specifically in the construction industry handling M&E and ICT works would be an added advantage.
• Good communication, organizational, analytical and problem-solving skills.
• In-depth knowledge of JKR contract forms (PWD Form DB (Rev.1/2010)) and procedures for claims, VO, and VOP.
• Strong understanding of M&E systems and their cost drivers.
• Well-versed in both spoken and written English and Bahasa Malaysia.
• Computer literacy in Microsoft Offices and project management related software.
