Mechanical Engineer/ Network Engineer

Responsible for the overall operational performance, infrastructure management, regulatory compliance, financial control, and water quality assurance of the water utility operations.

Ensures continuous 24/7 water supply and full compliance with national drinking water standards.

Oversees facility renovation, repair, construction projects, and staff capability development.

1. Operations Management

• Oversee daily water production and distribution operations.

• Ensure continuous 24/7 water supply reliability across all service areas.

• Monitor system performance including pressure, flow, and service continuity.

• Supervise pump station operations and preventive maintenance scheduling.

• Lead emergency response during major water interruptions and system failures.

2. Water Quality Compliance

• Ensure continuous compliance of water quality with the standards set under the Philippine National Standards for Drinking Water.

• Oversee implementation of water quality monitoring program (bacteriological, physical, and chemical parameters).

• Ensure proper chlorination, disinfection control, and residual monitoring.

• Review laboratory test results and implement corrective actions when necessary.

• Maintain complete documentation and compliance records for submission to the Department of Health.

• Ensure immediate mitigation measures in case of water quality non-compliance.

3. Regulatory & Legal Compliance

• Ensure compliance with regulatory requirements including:

· National Water Resources Board

· Department of Health

· Local Government Units (LGUs)

• Oversee business permit renewals and regulatory submissions.

• Represent the company in HOA meetings, public consultations, and regulatory discussions.

4. Infrastructure, Renovation & Construction Oversight

• Oversee renovation, repair, and construction projects involving:

· Pumping stations

· Office facilities

· Warehouses

• Plan and supervise infrastructure improvements and system upgrades.

• Review plans, cost estimates, and scope of works for facility projects.

• Coordinate with contractors, engineers, and suppliers.

• Monitor project timelines, budgets, and quality of workmanship.

• Ensure compliance with safety standards during construction and repair works.

5. Financial & Resource Management

• Prepare and manage operational budgets (OPEX & CAPEX).

• Monitor operational costs including electricity, chemicals, manpower, and materials.

• Approve procurement requests and supplier negotiations.

• Ensure cost-efficiency without compromising service quality.

6. Leadership, Training & Organizational Management

• Supervise engineering, maintenance, and administrative staff.

• Train and develop maintenance personnel on pump operations, troubleshooting, safety procedures, and preventive maintenance practices.

• Establish standard operating procedures (SOPs) for field and pump station operations.

• Monitor staff performance and operational efficiency.

• Promote continuous improvement of operational systems and technical capabilities.
