What they need
Elusav Recruitment are currently working with one of Ireland’s most respected and long-standing Tier 1 construction contractors, who are looking for an experienced MEP Controls Manager (Project controls) to join their growing MEP Business Unit based out of their HQ in Dublin.
The business has traditionally operated as a General Contractor, with a strong focus on CSA delivery and MEP works managed through specialist subcontractors. In recent years, they’ve invested heavily in developing their in-house MEP capability, which is now a key stategic priority for their future growth , supported by an experienced leadership team. The division has a growing portfolio of data centre, commercial and residential projects across Ireland, the UK and Germany, with project values ranging from €50 million to €500 million.
This is a newly created position within the group, with a real opportunity to shape how project controls are managed across the MEP division. The wider business already has well-established project controls processes in place, but there’s scope to take ownership of adapting and integrating these from an MEP perspective.
Responsibilities:
- Take ownership of establishing and developing the Project Controls function within the company's growing MEP Business Unit, introducing structured processes, systems and reporting standards across its project portfolio.
- Develop and implement a consistent project controls framework covering planning, scheduling, cost control, earned value management, performance monitoring and reporting across MEP projects.
- Establish and maintain detailed MEP construction schedules, ensuring baseline programmes are appropriately resource and cost-loaded to support Earned Value Management (EVM), KPI tracking and project performance analysis.
- Introduce standardised procedures for the review, validation and approval of baseline schedules, ensuring consistency and alignment with wider business and project requirements.
- Develop and implement EVM reporting systems and performance dashboards, providing clear visibility of project costs, labour hours, programme progress and overall delivery performance.
- Establish effective early warning, change management and change control processes, ensuring project risks, variations and potential impacts are identified and communicated promptly.
- Work closely with MEP Project Managers, Commercial Teams and senior leadership to integrate project controls practices into day-to-day project delivery and support informed decision-making.
- Attend internal project reviews, site meetings and client coordination meetings as required, providing project controls expertise and performance updates.
- Establish consistent weekly and monthly reporting structures across the MEP portfolio, ensuring accurate and timely information is available to project stakeholders and senior management.
- Implement productivity monitoring systems to track actual labour hours against earned hours, identifying performance trends, variances and opportunities for improvement.
- Produce consolidated project performance dashboards for senior management, highlighting programme progress, cost performance, productivity, key risks and project KPIs.
- Drive the ongoing development, standardisation and continuous improvement of project controls processes as the MEP Business Unit continues to expand.
Key Requirements:
- Degree in Engineering, Construction Management, Quantity Surveying or a related discipline, with significant Project Controls experience within MEP construction, ideally gained with a Tier 1 Main Contractor, MEP Contractor or EPC Contractor.
- Strong technical expertise across project planning, scheduling, cost control, Earned Value Management (EVM), change management and performance reporting, with proficiency in Primavera P6, Excel and project reporting tools.
- Proven ability to independently establish, develop and implement project controls frameworks, processes and reporting systems across multiple projects, working closely with Project Directors, Commercial Teams and senior management.
