1. Job Purpose

The MEP Engineer is responsible for the technical oversight, operation, maintenance, inspection, and performance of mechanical, electrical, and plumbing (MEP) systems across GDC-managed facilities and projects.

The role covers HVAC, electrical systems, plumbing and drainage, firefighting and fire alarm systems, Building Management Systems (BMS), and low-current systems. The position ensures effective preventive and corrective maintenance, accurate asset management, subcontractor performance, technical compliance, and proper maintenance documentation.

The MEP Engineer will also support budgeting, cost estimation, procurement, resource planning, asset-condition assessments, and improvement projects, while preparing and submitting periodic technical and operational reports to the Head Office in Jeddah.

2. Main Duties and ResponsibilitiesA. MEP Operations and Maintenance

• Oversee the operation, inspection, preventive maintenance (PPM), corrective maintenance, and reactive maintenance of all MEP systems.
• Conduct regular site inspections to identify defects, equipment failures, operational risks, and non-compliance issues.
• Develop and maintain PPM schedules, maintenance checklists, SOPs, method statements, and work instructions.
• Monitor equipment performance and recommend measures to improve system reliability, energy efficiency, and operational performance.
• Ensure timely resolution of breakdowns and maintenance requests.

B. Asset Management and Condition Assessment

• Develop and maintain a comprehensive asset register covering equipment details, locations, asset IDs, specifications, criticality, warranties, maintenance requirements, and service history.
• Conduct asset-condition surveys and prepare technical assessment reports, defect lists, and recommendations.
• Develop prioritised remedial maintenance and asset replacement plans.
• Maintain accurate records of inspections, breakdowns, spare parts, work orders, and asset histories.
• Support the implementation and improvement of Computerised Maintenance Management Systems (CMMS) and Computer-Aided Facility Management (CAFM) systems.

C. Subcontractor and Service Provider Management

• Monitor subcontractors and specialist service providers to ensure compliance with approved scopes, technical specifications, safety requirements, and agreed response times.
• Inspect completed works and verify service reports, work completion evidence, and quality standards.
• Review subcontractor quotations, invoices, and supporting documents before recommending approval.
• Coordinate maintenance activities with site teams and external contractors to minimise disruption to facility operations.
• Escalate poor performance, delays, recurring defects, and contractual non-compliance to management.

D. Technical Review and Project Estimation

• Review technical proposals, quotations, Bills of Quantities (BOQs), drawings, specifications, material submittals, and method statements.
• Prepare BOQs, scopes of work, technical specifications, and RFQ/tender documents for maintenance, refurbishment, replacement, and improvement projects.
• Estimate project costs, materials, manpower, equipment, subcontracting requirements, and project duration.
• Verify quantities, technical compliance, and resource requirements before submitting recommendations for management approval.
• Support technical due diligence, site surveys, tender visits, and technical assessments for new facilities management opportunities.

E. Budgeting, Cost Control, and Procurement

• Support annual maintenance budgets, operating expenditure forecasts, and lifecycle asset replacement plans.
• Prepare cost comparisons and recommend value-engineering opportunities without compromising safety, quality, or system performance.
• Coordinate with procurement and suppliers to obtain quotations, assess technical suitability, and evaluate alternative materials and equipment.
• Monitor maintenance expenditure and identify opportunities to improve cost efficiency.
• Provide technical and cost inputs for management decisions and project planning.

F. Technical Documentation and Reporting

• Maintain a technical library containing approved drawings, operation and maintenance manuals, equipment data sheets, warranties, test certificates, commissioning records, and inspection reports.
• Prepare periodic technical and operational reports for the Head Office in Jeddah.
• Report on asset condition, PPM completion, breakdowns, outstanding work orders, subcontractor performance, operational risks, and maintenance costs.
• Maintain proper documentation for maintenance activities, testing, commissioning, handover, and project close-out.
• Escalate critical defects, major breakdowns, safety risks, compliance issues, and budget or schedule deviations promptly.

G. Quality, Safety, and Compliance

• Ensure all MEP works comply with applicable Saudi regulations, relevant Saudi Civil Defense requirements, approved specifications, manufacturer recommendations, and GDC HSE procedures.
• Verify testing, commissioning, and handover documentation for new installations, equipment replacements, and refurbishment works.
• Ensure functional testing and system interface checks are completed where applicable.
• Promote safe working practices and compliance with approved work procedures.
• Provide technical guidance to technicians and site teams to improve troubleshooting, maintenance quality, and documentation standards.

H. Coordination and Continuous Improvement

• Coordinate with facility management teams, clients, consultants, suppliers, procurement, and specialist contractors.
• Plan maintenance and project activities to minimise disruption to facility operations.
• Identify recurring equipment failures and recommend corrective and preventive measures.
• Identify training needs and provide technical guidance to technicians and site personnel.
• Support continuous improvement initiatives to enhance service delivery, asset reliability, safety, and customer satisfaction.

3. Educational Qualifications

• Bachelor's Degree in Mechanical Engineering, Electrical Engineering, or a related engineering discipline.
• Saudi Council of Engineers (SCE) registration required or preferred, as applicable to the position and professional classification.

4. Experience Requirements

• Minimum 5–8 years of relevant experience in MEP engineering, building services, or facilities management.
• Practical experience in the operation and maintenance of HVAC, electrical, plumbing and drainage, firefighting/fire alarm, BMS, and low-current systems.
• Experience in asset management, condition surveys, PPM planning, maintenance reporting, BOQ preparation, cost estimation, and subcontractor supervision.
• Experience reviewing technical drawings, specifications, quotations, material submittals, and scopes of work.
• Familiarity with maintenance management systems and technical documentation.

5. Technical Skills

• Strong working knowledge of MEP systems and building services.
• Practical knowledge of preventive and corrective maintenance methodologies.
• Ability to prepare asset registers, condition assessment reports, BOQs, cost estimates, and technical specifications.
• Familiarity with CMMS/CAFM platforms and maintenance reporting systems.
• Ability to interpret engineering drawings, equipment manuals, and technical submittals.
• Knowledge of HSE requirements, applicable Saudi regulations, and relevant engineering standards.
• Proficiency in Microsoft Excel, Word, and other standard reporting tools.
• Strong analytical skills for maintenance performance, cost control, and technical reporting.

6. Language Requirements

• English: Fluent, with strong written and verbal communication skills.
• Arabic: Preferred.

8. Reporting and Performance Expectations

The MEP Engineer reports directly to the Head of Facilities & Business Development and is responsible for maintaining accurate technical records, ensuring effective maintenance execution, monitoring subcontractor performance, controlling maintenance costs, and submitting timely reports to the Head Office in Jeddah.

Performance will be assessed based on maintenance effectiveness, PPM compliance, asset reliability, timely closure of work orders, technical reporting accuracy, subcontractor performance, cost control, safety compliance, and overall service quality.
