MRECC Training Coordinator
MRECC Training Coordinator
Town of Natick / Middlesex Regional Emergency Communications Center (MRECC) Department: MRECC
FLSA Status: Exempt
Reports To: MRECC Executive Director
Salary Range: $78,000 - $90,000 annually, commensurate with qualifications and experience The Town of Natick is seeking an experienced emergency communications professional to serve as Training Coordinator for the Middlesex Regional Emergency Communications Center (MRECC).
This is a unique opportunity to take a lead role in implementing and developing the training program for a new regional 9-1-1 emergency communications center.
The Training Coordinator will initially be employed by the Town of Natick and assigned exclusively to MRECC. From the date of hire, the Training Coordinator will report directly to the MRECC Executive Director. The position is expected to transition to direct MRECC employment as MRECC completes its organizational transition.
Position Summary
The Training Coordinator is responsible for implementing, coordinating, delivering, evaluating, and continuously improving MRECC’s comprehensive employee training program.
A primary initial responsibility will be implementing MRECC’s training academy for newly hired Emergency Communications Specialists as the Center prepares to begin regional operations. Much of the foundational curriculum has already been developed. The Training Coordinator will organize, adapt, coordinate, and deliver that training while developing additional materials where necessary.
The position also administers MRECC’s Communications Training Officer program, continuing education, remedial training, training and certification records, and public education and outreach activities.
The Training Coordinator has functional authority over Communications Training Officers and agency instructors while they are performing training-related duties.
Key Responsibilities
- Implement and coordinate MRECC’s initial new-hire academy and future employee training academies.
- Review, adapt, maintain, and expand existing emergency communications curriculum and training materials.
- Administer and provide direction to MRECC’s Communications Training Officer program.
- Coordinate trainee assignments and monitor employee progress through classroom and on-the-job training.
- Review Daily Observation Reports and ensure consistent training and evaluation practices among CTOs.
- Develop and coordinate continuing education, in-service training, roll-call training, scenario-based exercises, tabletop exercises, and after-action training.
- Coordinate training associated with new policies, procedures, technology, and operational changes.
- Work with the Quality Assurance Coordinator and supervisors to develop remedial training and performance improvement training plans when learning gaps are identified.
- Maintain employee training, certification, continuing education, and CTO records using PowerReady, PowerDMS, and other agency systems.
- Monitor Massachusetts State 911 certification and continuing-education requirements.
- Coordinate training involving CAD, 9-1-1 systems, radio operations, Priority Dispatch protocols, records systems, GIS/mapping, fire station alerting, and other public safety technology.
- Coordinate internal and outside instructors, training providers, course registrations, schedules, and training logistics.
- Coordinate MRECC public education and community outreach activities.
- Provide reports and recommendations to the Executive Director regarding trainee progress, training needs, certification status, and overall program effectiveness.
Qualifications Candidates should possess a combination of education, professional experience, training, and certifications demonstrating the ability to manage a comprehensive emergency communications training program.
Preferred Qualifications Include:
- Five years of professional experience in 9-1-1 emergency communications or a closely related public safety communications environment.
- Experience serving as a Communications Training Officer, trainer, instructor, supervisor, or in another role involving employee development and evaluation.
- Experience developing, coordinating, or delivering emergency communications training.
- Bachelor’s degree in emergency management, public safety, communications, education, organizational development, criminal justice, public administration, or a related field, or an equivalent combination of education and professional experience.
- Experience with Massachusetts State 911 requirements and regional or multi-agency emergency communications operations.
- Experience using electronic training or learning-management systems such as PowerReady and policy-management systems such as PowerDMS.
Required Certifications
- Current Massachusetts State 911 Telecommunicator Certification.
- Current APCO Communications Training Officer certification or equivalent recognized CTO certification.
Additional emergency communications certifications are preferred. The successful candidate may be required to obtain applicable agency certifications within one year of appointment.
Experience with Priority Dispatch EMD, EFD, and EPD protocols is desirable; instructor certification in these disciplines is not required.
Successful Candidate
The successful candidate will be an experienced emergency communications professional who understands both the technical requirements and human side of training employees for a high-performance 9-1-1 environment.
The position requires excellent instructional, organizational, leadership, communication, documentation, and interpersonal skills and the ability to independently manage multiple training priorities.
The Training Coordinator must be comfortable providing direction and feedback to CTOs, evaluating trainee performance, addressing training inconsistencies, and working collaboratively with supervisors and Quality Assurance personnel.
MRECC operates 24 hours a day, 365 days a year. This position is primarily scheduled during administrative hours but requires flexibility to work evenings, overnight hours, weekends, or holidays when necessary to provide training and support employees assigned to all shifts.
How To Apply: A complete job description is available upon request.
Interested candidates should submit one combined pdf document that includes a cover letter and resume with a file name (last name, job title applying, Natick) to [email protected] or to the Director of Human Resources, Town of Natick, 13 East Central Street, Natick, MA 01760.
