Operations Manager

Role Overview

The Operations Manager will oversee end-to-end operations and security coordination across SOCOE’s foreign worker passes ecosystem. This role works closely with centre managers, operations staff, drivers, and security personnel to ensure safe, efficient, and seamless daily operations.

This is a highly hands-on role suited for someone who understands ground realities, people flow, access control, transport coordination, compliance requirements, and incident management. Prior experience in a security firm or security-managed operations is a strong advantage.

Key Responsibilities

1. End-to-End Operations Oversight

• Oversee daily operations across all foreign worker passes centres under SOCOE
• Ensure smooth execution of worker processing, document handling, appointments, and movement logistics
• Act as the central coordination point between centres, internal teams, and support functions
• Identify bottlenecks, risks, or disruptions and resolve them swiftly

2. Centre, Logistics & Ground Team Coordination

• Liaise closely with centre managers to ensure consistent operating and security standards
• Coordinate drivers and transport schedules to ensure safe, timely movement of worker
• Ensure proper staffing levels to manage peak volumes and avoid congestion
• Step in to manage escalations and urgent operational issues

3. Security Oversight & Risk Control

• Oversee on-site security arrangements across all centres
• Ensure access control, crowd management, and orderly worker flow
• Coordinate with security personnel or vendors to enforce safety protocols
• Handle security incidents, disturbances, or non-compliance calmly and decisively
• Review and improve security SOPs to mitigate operational and reputational risks

4. Process Control, SOPs & Compliance

• Ensure SOPs covering operations, security, and compliance are followed consistently
• Monitor daily throughput, turnaround times, error rates, and backlogs
• Ensure proper handling and safeguarding of sensitive documents
• Support audits, inspections, and reviews by authorities

5. Stakeholder Liaison & Reporting

• Coordinate with relevant authorities, partners, and service providers when required
• Provide regular operational and security updates to management
• Flag compliance or security risks early with clear mitigation actions
• Use data and ground feedback to continuously improve operation

6. Leadership & Crisis Management

• Provide clear direction and authority to centre managers and ground teams
• Lead calmly during operational or security incidents
• Build a culture of discipline, accountability, and professionalism
• Ensure teams operate with respect, safety, and control at all times

Requirements

Experience & Background

• 7–12 years of experience in operations management, workforce operations, security operations, or service delivery
• Strong experience managing multi-site, ground-based operations
• Prior experience in a security firm, facilities security, or security-managed environment is a strong advantage
• Exposure to foreign worker management, immigration processing, logistics, or government-facing operations is highly preferred
