Operations Section Chief (Internal Control)

该职位来源于猎聘 Job Summary: To assist the Head of Operations Division in operations governance, internal control and inspection, and in AML / CFT operations; and in overseeing Credit Administration, Loan Processing, Trade Finance, Settlement, SWIFT/BKE/CNAP, E-Banking, Customer Services and General Administration, ensuring all activities comply with internal policies and regulatory requirements. Responsibilities:

• To coordinate first-line internal control arrangements, including Risk Control Points, inspection planning, self-inspection, finding follow-up and training records
• To assist in identifying process gaps, control gaps and ownership gaps, and in improving / re-engineering operational workflows
• To ensure compliance with regulatory requirements associated with the operations areas
• To coordinate Operations responses to internal and external inspection and follow up on remediation matters
• To review, update / formulate and implement operations policies and procedures, and clarify cross-divisional roles and responsibilities
• To coordinate first-line AML/CFT operating arrangements in Operations, including implementation of AML/CFT policies and procedures, process and control design, capacity, training, documentation, and escalation to Compliance
• To perform and arrange AML/CFT screening hit review and second release in accordance with the Bank’s AML / CFT policies and procedures
• To supervise, coach and train staff in related areas
• To support organization analysis for management decisions
• To assist in the achievement of divisional objectives as defined by the Division Manager
• To take up ad-hoc assignment as and when required by the Division Manager / COO Job Specifications: Technical Knowledge
• Bachelor’s degree in finance, business or related field
• Professional qualifications such as AML certification (e.g. CAMS), CICPA, CISA or CIA is an advantage
• Good knowledge of workflow technology and system environment is an advantage Skills
• Strong problem-solving capabilities and analytical skills
• Strong leadership skills and good teamwork spirit
• Good PC skills
• Proficiency in both Chinese and English, strong written and verbal communication skills Experiences
• Minimum 7 years of solid experience in the banking industry, of which 3 years or above in a supervisory position with hands-on involvement in bank-wide operations, operations internal control, AML/CFT operations or banking audit
• Audit firm background, preferably Big 4, is an advantage
• Previous experience in AML/CFT operations, operations inspection or supervising a centralized operations team is an advantage
• Familiar with local banking regulations and practices
