Oracle Forms/Reports Modernization Engineer (Oracle → React)

About the Project
We are modernizing a large legacy Oracle Forms/Reports ERP system (600+ Forms, 400+ Reports, 21 business domains including HR, payroll, finance, contracts, inventory, and legal) for a live government system. The goal is to move it to a supported Oracle backend and replace the Forms interface with a modern React web front end, without breaking 15+ years of business logic.

What You'll Do

• Reverse-engineer business logic in Oracle Forms (.fmb/.fmx), PL/SQL libraries (.pll), and Reports (.rdf)
• Extract that logic into REST/GraphQL backend services with full functional parity
• Build a React front end module by module, with Arabic RTL, accessibility, and mobile support
• Migrate legacy data from Original Export (imp) dumps through Data Pump, preserving Arabic encoding (cp1256 → UTF-8)
• Maintain an interim WebLogic/FMW 14.1.2 Forms/Reports environment during the transition
• Replace Oracle Reports output with a modern reporting approach (BI Publisher or a custom PDF/Excel service)
• Replace client-side dependencies (WebUtil, OLE2, CLIENT_HOST, barcode printing, UNC paths)
• Write regression tests proving parity for critical workflows (payroll, contracts, financial postings)
• Work with domain stakeholders and document architecture decisions and cutover plans

Required

• 5+ years of production Oracle SQL and PL/SQL
• Hands-on Oracle Forms and Reports experience (6i through 14.1.2)
• 3+ years building production web apps in React (Angular/Vue accepted)
• REST or GraphQL API experience (Node.js, Python/FastAPI, or Java)
• Strong relational data modeling in undocumented legacy schemas
• WebLogic/FMW administration, or willingness to learn quickly
• Comfort with Arabic encoding (cp1256/UTF-8) and RTL interfaces
• BSc in CS, Software Engineering, IS, or equivalent experience

Strongly Preferred

• Prior Oracle Forms-to-web modernization project experience
• Oracle Data Pump migration from legacy imp format
• Arabic proficiency
• Government, healthcare, HR/payroll, or finance systems experience

Nice to Have

• OCA/OCP certification
• BI Publisher / Oracle Analytics Publisher experience
• Work on codebases without version control
