Job Title: Senior Data Migration Developer (Oracle APEX / MS Access)

Location: National Capital Region (NCR) – Gatineau, QC (Hybrid / Onsite as Required)

Overview

We are currently looking for a Senior Data Migration Developer to support a long-term 4-year Federal Government contract focused on modernizing and sustaining enterprise database applications and migrating legacy systems to modern Oracle-based platforms. The work is primarily performed in the National Capital Region and candidates should be prepared for onsite work when required.

An active Government of Canada SECRET Clearance is mandatory.

This role will support the migration of legacy applications and datasets into Oracle environments while contributing to the development and sustainment of mission-critical aerospace management systems. The successful candidate will work closely with database specialists, software developers, and business stakeholders to plan and execute data migration activities, develop Oracle solutions, and support legacy Microsoft Access environments.

Project Background

This initiative supports the modernization and sustainment of enterprise applications through:

• Oracle APEX application development
• Oracle database development and maintenance
• Data migration and ETL activities
• Legacy application modernization
• Microsoft Access application support
• Oracle PL/SQL development
• Database transformation and conversion projects
• Aerospace business management systems modernization

Key Responsibilities

• Analyze, interpret, and translate legacy datasets into Oracle database structures
• Design and execute ETL and data migration activities
• Develop and maintain Oracle APEX applications
• Develop complex Oracle SQL and PL/SQL code
• Troubleshoot and enhance Microsoft Access applications
• Support migration of legacy applications into modern Oracle-based environments
• Perform data profiling, mapping, transformation, and validation activities
• Document migration strategies, transformation rules, mappings, and technical designs
• Participate in Agile development and modernization initiatives

Mandatory Requirements

Candidates must demonstrate:

Education

• Post-secondary degree or diploma in Computer Science, Engineering, Mathematics, Science, or another technology-related discipline.  The degree or diploma must be from either a recognized Canadian institution or a Canadian Forces Institution, or the equivalent as established by a recognized Canadian academic credentials assessment service

Experience

• 10+ years of experience working as a Software Developer and/or Database Modeller within the last 15 years.
• 7+ years of demonstrated experience developing and maintaining:
  • Oracle PL/SQL
  • Complex queries
  • Stored procedures
  • Functions
  • Triggers
  • Database objects in Oracle and/or Microsoft SQL Server environments.
• 7+ years of experience performing all of the following within Microsoft Access environments:
  • Designing, developing, and modifying Access applications
  • Developing and maintaining Access Forms using VBA
  • Enhancing and supporting Microsoft Access databases
  • Troubleshooting and optimizing Access applications and VBA components.
• 5+ years of experience migrating and translating data from:
  • Legacy systems
  • Relational databases
  • File-based sources into Oracle database environments.
• 5+ years of experience developing applications using Oracle APEX.

Highly Desirable Experience

Candidates will be strongly preferred if they possess:

• Aviation experience
• Aerospace experience
• Royal Canadian Air Force (RCAF) experience
• Director General Aerospace Equipment Program Management (DGAEPM) experience
• Oracle SQL Developer experience
• Microsoft Azure DevOps experience
• Unified Codes APEX Office Print (AOP) experience
• Large-scale database modernization experience
• Enterprise data migration initiatives involving Oracle platforms.

Security Requirements

• Active Government of Canada SECRET Clearance
• Ability to work in an environment subject to Controlled Goods requirements.
