Job Title: Database Modeller / Information Management Modeller (Oracle Database)

Location: National Capital Region (NCR) – Gatineau, QC (Onsite with potential for hybrid)

Overview

We are currently seeking a Senior Database Modeller / Information Management Modeller to support a long-term 4-year Federal Government contract focused on the development, modernization, and sustainment of mission-critical aerospace business management applications within the Department of National Defence. The successful candidate will play a key role in designing and maintaining Oracle database environments, supporting data modernization initiatives, and ensuring high-quality data structures that support enterprise applications. 

An active Government of Canada SECRET Clearance is mandatory.

The work is primarily performed in the National Capital Region and will require onsite attendance as directed by the client.

Project Background

This initiative supports the modernization, enhancement, and sustainment of enterprise business applications built on Oracle technologies. The team is responsible for maintaining critical operational systems, modernizing legacy Microsoft Access-based applications, and implementing modern Oracle database and Oracle APEX solutions to support evolving business requirements.

The Database Modeller will work alongside Full-Stack Developers and Data Migration Developers to support:

• Oracle database development and sustainment
• Data architecture and modelling
• Database modernization initiatives
• Oracle PL/SQL development
• ETL and data integration activities
• Performance optimization and tuning
• Enterprise application support
• Aerospace business management systems modernization

Key Responsibilities

• Design, develop, and maintain conceptual, logical, and physical data models for Oracle database environments
• Design and maintain Oracle database structures and schemas
• Develop and maintain complex SQL queries, stored procedures, functions, packages, and triggers using Oracle PL/SQL
• Optimize database performance through query tuning, indexing strategies, bottleneck analysis, and database monitoring tools
• Collaborate with developers, business analysts, and stakeholders to define data requirements and support Agile delivery
• Support and validate ETL and data migration activities
• Define and maintain source-to-target mappings and transformation rules
• Produce and maintain database architecture, modelling, and technical documentation
• Participate in Agile ceremonies including sprint planning, reviews, retrospectives, and daily stand-ups
• Utilize Oracle SQL Developer, Oracle SQL Developer Data Modeler, Azure DevOps, Git, and related development tools
• Ensure compliance with DND security, information management, and data-handling standards

Mandatory Requirements

Candidates must demonstrate:

Education

• Post-secondary degree or diploma in Computer Science, Engineering, Mathematics, Science, or another technology-related discipline (must be Canadian credential or assessed equivalent)

Experience

• 10+ years (120 months) of experience as a Software Developer, Database Modeller, and/or Database Administrator within the last 15 years
• 3+ years (36 months) within the last 5 years developing and maintaining Oracle databases
• Experience developing and maintaining:
  • Oracle PL/SQL
  • Complex SQL queries
  • Stored procedures
  • Functions
  • Packages
  • Triggers
• Experience designing and maintaining conceptual, logical, and physical data models
• Experience working in Oracle database environments supporting enterprise applications

Highly Desirable Experience

Preference will be given to candidates with experience in:

• Oracle SQL Developer
• Oracle SQL Developer Data Modeler
• Microsoft Azure DevOps
• Microsoft Access
• ETL and data migration activities
• Database performance tuning and optimization
• Aerospace or aviation environments
• Royal Canadian Air Force (RCAF)
• Director General Aerospace Equipment Program Management (DGAEPM)
• Large-scale database modernization initiatives

Security Requirements

• Active Government of Canada SECRET Clearance
• Ability to work in an environment subject to Controlled Goods requirements
