Overseas Purchasing Supervisor (Chinese Speaking)

About the role

This is a supervisory position in International Procurement Management. The role involves planning and managing overseas purchasing of products, spare parts, machinery, and services in line with sales and inventory requirements, managing the end-to-end procurement and import process, and leading the purchasing team to achieve procurement KPIs.

Key responsibilities

• Plan and manage overseas purchasing of products, spare parts, machinery, and services in line with sales and inventory requirements
• Manage the end-to-end procurement and import process, including sourcing, quotation, ordering, shipping, customs clearance, and claims
• Analyze cost structures and negotiate price, payment terms, credit terms, warranty, and other commercial conditions with overseas suppliers
• Identify cost-saving opportunities and maintain competitive purchasing costs
• Source, qualify, and develop new suppliers, especially factories in China
• Manage supplier relationships and evaluate performance in terms of Quality, Cost, Delivery, and Service
• Develop alternative/backup suppliers for key products
• Coordinate with Freight Forwarders, Shipping Agents, and Customs Brokers
• Ensure accurate import documentation, including Invoice, Packing List, B/L, C/O, and related documents
• Lead and develop the purchasing team to achieve procurement KPIs

About you

• Bachelor's degree or higher in International Trade, Business Administration, Chinese/English for Business Communication, or a related field such as Business Management or Supply Chain Management
• Minimum 7 years of experience in international purchasing, including at least 3 years at Senior level
• Direct experience communicating and negotiating with factories/suppliers in China
• Strong knowledge and expertise in Incoterms, L/C (Letter of Credit), T/T (Telegraphic Transfer), import procedures, international trade regulations and international sales/purchase contracts
• Experience in factory audits and/or business negotiations at industrial trade exhibitions in China
• Experience handling product quality claims (Quality Claims) and international transportation insurance claims
• 3–5 years of experience in international purchasing or import/shipping operations involving General Industrial Goods and Material Handling Equipment (MHE)
• Experience managing freight forwarders, container bookings (FCL/LCL), and customs clearance procedures
• Fluent in Chinese and English in speaking, listening, reading, and writing at Business Level
• English: TOEIC score of 600–700+ or equivalent Working Level proficiency; Chinese: HSK Level 5 with a score of 210+ or HSK Level 6 with intermediate-level HSKK certification
