Position Overview
We are seeking a dedicated Payroll Analyst II / Garnishments Specialist to join our client's fast-paced payroll operations team. In this role, you will independently manage the entire wage garnishment lifecycle—from receipt of orders to termination—ensuring accuracy, compliance, and timely processing. The ideal candidate will have extensive hands-on garnishment experience, strong knowledge of federal and state regulations, and advanced Excel skills. This position requires excellent organization, attention to detail, and the ability to handle complex datasets with minimal oversight. The role is onsite in Phoenix, AZ, offering an immediate start for the right candidate.
Key Responsibilities
- End-to-End Garnishment Administration: Independently review, interpret, and process various court-ordered wage garnishments such as child support, tax levies, creditor garnishments, student loans, bankruptcy orders, and wage assignments. Set up garnishment orders accurately within payroll systems, maintain employee records, configure deduction amounts, and monitor timing and compliance.
- Discrepancy Resolution: Research and resolve garnishment discrepancies, processing errors, employee inquiries, and issues involving third-party agencies. Ensure garnishments are processed accurately, timely, and in accordance with applicable regulations.
- Data and Payroll Management: Work extensively with large payroll and garnishment datasets using advanced Excel functions like VLOOKUP, XLOOKUP, pivot tables, formulas, sorting, filtering, and data validation. Maintain tracking spreadsheets and audit reports, identifying discrepancies and ensuring data accuracy.
- Payroll Auditing and Compliance: Conduct audits of payroll deductions and garnishment transactions, investigating and correcting discrepancies, and ensuring compliance with federal and state wage withholding laws. Maintain proper documentation and identify opportunities to improve payroll accuracy and efficiency.
- Stakeholder Collaboration: Communicate effectively with employees, HR, Legal, external vendors, and internal payroll stakeholders to resolve issues and support complex garnishment processes. Partner with relevant teams to troubleshoot and ensure accurate garnishment administration.
Required Qualifications
- A minimum of 3 years of payroll experience, with significant direct experience handling wage garnishments.
- Proven ownership of the entire garnishment process, including setup, processing, troubleshooting, and termination.
- Experience managing multiple garnishment types such as child support, tax levies, creditor garnishments, and bankruptcy orders.
- Advanced proficiency in Excel, including VLOOKUP, XLOOKUP, pivot tables, formulas, filtering, and managing large datasets.
- Hands-on experience with enterprise payroll systems and garnishment administration.
- Deep knowledge of federal and state garnishment regulations.
- Ability to research, investigate, and resolve complex garnishment discrepancies independently.
- Strong communication skills, capable of working with employees, HR, Legal, and external vendors.
- Willing and able to work onsite in Phoenix, AZ every day.

- Background in payroll reconciliations, compliance audits, and reporting.
- Knowledge of union payroll and collective bargaining agreements.

- Certified Payroll Professional (CPP) certification.
- Bachelor's degree in Accounting, Finance, HR, or Business Administration.
