Payroll Operations Manager

Envertiz Consultancy is recruiting a Payroll Operations Manager on behalf of a company based in China. Main Responsibilities

• Manage payroll delivery across a defined cluster of countries in China, ensuring smooth, accurate, and compliant service delivery
• Lead and develop a team of country managers/leads, embedding strong governance and reporting frameworks
• Drive continuous process improvement to enhance delivery quality and client satisfaction across the cluster
• Own budget and cost control for the cluster organization
• Champion automation and build in-house payroll processing/auditing capability within each country
• Ensure full compliance with local statutory, tax, and social insurance requirements
• Act as key escalation point for clients, including oversight of hyper-care and critical projects
• Partner with regional and global stakeholders across client, support, implementation, IT, and quality functions

Requirements

• 8–10 years' experience in payroll operations, including proven leadership of payroll teams
• Bachelor's degree in HR, Accounting, or Business Administration (Master's/MBA preferred)
• Strong knowledge of China payroll compliance: Five Insurances & One Fund, Individual Income Tax (IIT), and labour law (overtime, severance, etc.)
• Relevant certifications a plus: Enterprise HR Management Specialist, Salary and Tax Specialist (薪税师), Accounting Title, CIPP/APA
• Proficiency in local systems (Kingdee, Yonyou) and/or global platforms (Workday, SAP, NetSuite) with China localisation
• Excellent communication and stakeholder management skills
• Stable career history, with limited job-hopping
• Willingness to travel
