Planning Manager ( Building)

About the role

1**. Job Summary (General Nature / Objectives of the Job)**

The Planning Manager is responsible for developing, managing, and monitoring the overall construction programme for the RWS project. The role ensures that all design, procurement, authority approval, construction, testing, commissioning, and handover activities are properly planned and completed according to contractual milestones.

The Planning Manager will work closely with the project management team, consultants, subcontractors, suppliers, and client representatives to monitor progress, identify potential delays, recommend recovery measures, and provide accurate progress reports to management.

 2. Key Responsibilities and Activities

·       Develop, update, and monitor the master construction programme using Primavera P6.

·       Track progress against contractual milestones and identify critical delays.

·       Coordinate construction schedules with the client, consultants, subcontractors, and internal teams.

·       Prepare look-ahead schedules, progress reports, and recovery programmes.

·       Review subcontractors’ programmes and ensure alignment with the master programme.

·       Perform delay analysis and maintain records supporting extension-of-time claims.

4. Technical Competencies

·       Proficient in Primavera P6 and Microsoft Project.

·       Strong knowledge of construction sequencing and critical-path analysis.

·       Competent in progress measurement, resource planning, and delay analysis.

·       Experienced in developing baseline, recovery, and catch-up programmes.

 5. Skills & Knowledge

·       Strong knowledge of Singapore construction practices and regulations.

·       Ability to interpret construction drawings, specifications, and contract requirements.

·       Knowledge of extension-of-time requirements and contractual claims.

·       Proficient in Microsoft Excel, PowerPoint, and project-reporting tools.

Formal Education

Bachelor’s degree in Civil Engineering, Construction Management, Building, Architecture, Quantity Surveying, Project Management, or a related discipline.

Professional certification in project management or planning, such as PMP, PMI-SP, or an equivalent qualification, would be advantageous.

·       Architecture or Architectural Engineering

·       Quantity Surveying

·       Other relevant construction-related disciplines

7**. Experience Required**

·       Minimum 8 years of relevant experience in construction planning and project controls.

·       At least 5 years of experience in a Planning Manager or senior planning position.

·       Strong experience working for a main contractor on large-scale building or integrated development projects.

·       Proven experience managing the full construction cycle from pre-construction to testing, commissioning, and handover.

·       Experience in hotel, resort, commercial, entertainment, or complex mixed-development projects is highly preferred.

·       Familiarity with Singapore construction requirements and local authority processes.
