  • The role requires strong analytical, research, documentation, and project management skills, along with the ability to work collaboratively with subject matter experts and senior leadership to deliver high-quality, evidence-based policy instruments within established timelines.

Responsibilities

  • Review existing policy inventories, governance frameworks, policy templates, draft documents, dashboards, and project plans to assess current status, gaps, dependencies, and priorities.
  • Develop and maintain detailed work plans, delivery schedules, and prioritization frameworks to ensure timely completion of policy modernization activities.
  • Conduct legislative, regulatory, jurisdictional, and best-practice research to support policy development and modernization.
  • Analyze policy gaps, inconsistencies, duplication, outdated requirements, and opportunities to consolidate or retire existing policies.
  • Draft, review, and refine policies, standards, procedures, guidelines, governance documents, roles and responsibilities, compliance requirements, and exception processes.
  • Assess operational, governance, privacy, security, information management, financial, legal, human resources, and service-delivery implications of proposed policies, as applicable.
  • Develop evidence-based policy options, recommendations, issue analyses, and supporting documentation for decision-making.
  • Plan and facilitate stakeholder interviews, workshops, working sessions, consultations, and document reviews with subject matter experts, policy owners, operational teams, and other stakeholders.
  • Gather and document stakeholder feedback, resolve competing requirements, maintain decision records, and escalate significant issues or risks requiring senior-level direction.
  • Coordinate policy review and approval cycles, including quality assurance, document control, version management, records of decision, and required sign-offs.
  • Prepare briefing notes, decision notes, executive presentations, approval packages, and other senior-level documentation, including submission support where required.
  • Develop policy implementation and communication plans, including training and awareness materials, FAQs, checklists, templates, process maps, and compliance tools.
  • Maintain project dashboards, schedules, action logs, risk and issue logs, decision logs, document registers, and progress reports.
  • Communicate project progress, milestones, dependencies, outstanding decisions, and delivery risks to leadership and relevant stakeholders.
  • Support policy adoption and transition activities, ensuring completed documentation and supporting records are properly organized and transferred to the designated team.
  • Prepare final status reports, handover documentation, and knowledge-transfer materials to support project closeout.

Experience

  • Minimum of 5 years of experience in policy analysis, policy development, governance, or a related field.
  • Experience working as a Policy Analyst or in an equivalent role, with at least two relevant assignments completed within the last three years.
  • Demonstrated experience developing, reviewing, or modernizing policies, standards, procedures, directives, or governance frameworks.
  • Experience conducting policy research, gap analysis, options assessment, developing recommendations, and preparing formal policy documentation.
  • Experience preparing executive briefings, decision notes, approval materials, or comparable senior-level documentation.
  • Experience coordinating stakeholder consultations, facilitating working sessions, and incorporating feedback into policy documents.
  • Experience supporting policy implementation, communications, change management, project tracking, and governance approval processes.
  • Experience maintaining project documentation, decision logs, risk registers, document control records, and status reports.

Skillsets

  • Strong policy research, analysis, development, drafting, and documentation skills.
  • Knowledge of policy frameworks, governance structures, legislative and regulatory research, and jurisdictional analysis.
  • Ability to identify policy gaps, assess risks and impacts, develop alternatives, and formulate evidence-based recommendations.
  • Strong written and verbal communication skills, including preparation of executive-level briefings and decision-support materials.
  • Stakeholder engagement, consultation, facilitation, negotiation, and conflict-resolution skills.
  • Understanding of policy implementation planning, change management, communications, and stakeholder adoption.
  • Strong organizational and project management skills, including work planning, prioritization, dependency management, and deadline tracking.
  • Experience with document version control, decision logs, approval records, risk and issue registers, dashboards, and project reporting tools.
  • Ability to collaborate with technical, operational, legal, privacy, security, financial, and other subject matter experts.
  • Strong attention to detail, critical thinking, problem-solving, and the ability to manage multiple deliverables within tight timelines.
  • Proficiency in standard office productivity and documentation tools used for policy drafting, presentations, spreadsheets, and project tracking.

Education
