Pollution Control Officer/Safety Officer

Job Objective:

The PCO & Safety Officer III is responsible for overseeing, implementing, and managing the organization's Environmental, Health, and Safety (EHS) programs. This dual role ensures that workplace operations comply with Department of Labor and Employment (DOLE) Occupational Safety and Health (OSH) standards and Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB) regulations. The officer acts as the primary technical advisor to the Managing Head/Management on hazard mitigation, pollution prevention, regulatory compliance, and risk management.
Key Responsibilities

1. Occupational Safety & Health (DOLE SO3 Duties)

· OSH Program Management: Lead the development, implementation, and continuous improvement of the company’s OSH Program in coordination with the OSH Committee.

· Safety Audits & Risk Assessment: Conduct regular workplace inspections, Hazard Identification, Risk Assessment, and Determining Controls (HIRADC), and industrial hygiene monitoring.

· Work Stoppage Authority: Issue Work Stoppage Orders (WSO) or suspend operations when an imminent danger is identified, without fear of reprisal.

· Accident Investigation: Lead investigations for workplace accidents, near-misses, and dangerous occurrences; perform root-cause analyses and track corrective/preventive actions.

· Safety Training & Orientation: Facilitate mandatory OSH orientations for new hires, contractors, and visitors; conduct/facilitate Safety toolbox meetings and safety drills.

· DOLE Inspection Support: Assist DOLE labor inspectors during spot audits and health/safety inspections.

· PPE Management: Ensure appropriate Personal Protective Equipment (PPE) is selected, inspected, and distributed free of charge to all exposed workers.

2. Environmental Compliance & Pollution Control (DENR PCO Duties)

· Environmental Management System: Identify significant environmental aspects and impacts of operational activities; maintain the Environmental Management Plan (EMP) and Contingency Plan.

· Pollution Facility Oversight: Ensure the efficient operation and maintenance of pollution source and control facilities, including:

o Wastewater Treatment Facilities (WWTF)

o Air Pollution Control Devices (APCD)

o Materials Recovery Facilities (MRF) and Solid Waste Segregation

o Hazardous Waste Storage Areas

· Permit Management: Secure, track, and renew all EMB permits—such as the Environmental Compliance Certificate (ECC), Permit to Operate (PTO) air sources, Discharge Permit (DP), and Hazardous Waste Generator ID.

· Hazardous Waste Management: Oversee the handling, labeling, storage, and offsite disposal of hazardous wastes; ensure every transport is covered by a valid Permit to Transport (PTT), Hazardous Waste Manifest, and Certificate of Treatment (COT).

· Incident Reporting: Report environmental incidents or chemical releases to the EMB Regional Office within 24 hours and implement emergency mitigation measures.

3. Emergency Preparedness & Cross-Functional Duties

· Emergency Response Plan: Coordinate fire, earthquake, chemical spill, and evacuation drills with local authorities and emergency response teams.

· Contractor Safety: Monitor third-party contractors and service providers to ensure full adherence to company EHS guidelines and site safety rules.

· Performs other functions that may be assigned from time to time.
