- Review and evaluate state-proposed projects for PPP suitability.
- Develop model PPP frameworks, guidance notes, SOPs, and toolkits.
- Advise on PPP models including BOT, BOOT, DBFOT, O&M, revenue sharing, and hybrid structures.
- Conduct institutional assessments and recommend governance structures.
- Support capacity building of State Sports Departments.
- Develop policy recommendations for private sector participation.
- Benchmark national and international PPP practices.
