Job Title: Technical Presales and Solution Architect

Job Summary:

We are seeking an experienced Healthcare Technical Solution Architect to join our government business unit. The successful candidate will be responsible for leading the end-to-end solutioning during the bid process for Government Healthcare proposals. This role involves coordinating internal teams, managing timelines, and delivering high-quality proposals that meet client requirements. The Healthcare Bid Manager will work closely with sales, solutions, and technical teams to develop winning strategies and ensure compliance with Government regulations and requirements.

The Technical PreSales Solution Architect will primarily work with our Sales, Project and Business teams to develop winning strategies, solutions, and ensure compliance with Government regulations and requirements. The Architect will be responsible for the technical design of Enterprise IT Solutions in Health program administration, claims processing and related services to customers. This position will require reviewing technology, business and functional requirements and specifications. Analysis of current systems in place for potential customers and the design of efficient solutions utilizing modern computing technologies. This job focuses on solution-level decisions and analysis of their impact on the overall solution being proposed. These decisions are a vital part of developing a proposed solution and the selection of technologies should be in line with our technical architecture strategy and overall business goals. While this role is primarily focused on new projects and business development, they will also assist on existing accounts. This work may include the analysis of current systems and making recommendations for improvements or working with Project teams to review/recommend solutions.

Responsibilities:

• Providing technical input and designs of large, complex IT solutions for new business proposals and existing systems as necessary

• Research innovative trends and technologies, with a focus on healthcare industries, and make recommendations

• Manage multi-environment solution builds for demonstrations to potential customers

• Responsible for technical solution for future platforms

• Collaborate with multiple internal and external teams for proposal development and project execution guidance

• Create and maintain concise and clear solution documentation, including diagrams, data flows, and technology stacks

• Technical writing covering response to Request for Proposals from Customers

• Ensure that proposals adhere to all RFP regulations, contractual requirements, and internal guidelines.

• Create and give presentations on recommended solutions and strategic IT roadmaps to internal and external stakeholders

• Establish rapport and maintain customer satisfaction without compromising priorities

Experience/Skills:

• At least 10+ years of working experience in one or multiple IT areas

Minimum Requirements:

• Candidate must have previous IT architecture experience in medium to large sized solutions

• Demonstrated work ethic and ability to work effectively with people at various levels

• Experience/Understanding of various industry leading Commercial-of-the-Shelf (COTS) applications

• Experience with modern computing technologies, including cloud computing, Application Protocol Interfaces, Single Sign-On, and Business Intelligence/Data Science

• Expertise in using Microsoft Office; including Excel, Word, Access, Power Point, and Visio

• Experience working within a matrix organization.

• Working knowledge of health program administration in commercial, Medicare and Medicaid programs highly desired.

Preferred Requirement:

• Experience in all aspects of IT, including project management, networking, security, architecture, cloud, on premise and COTS based solutions

• Experience with Cloud platforms - Microsoft Azure/M365/AWS/Salesforce Cloud

• Industry certifications like TOGAF , AWS Certified Solution Architectetc. will have added weightage.

• Experience with HealthEdge HealthRules Payor, Claims Xten, Guiding Care, QNXT, Facets etc.

• Familiarity with Medicaid Management Information Systems (MMIS), System Integration, Pharmacy Benefit Management (PBM) among others, including experience with system modernization, integration, or enhancements.

Education:

• Bachelor of Science in Management Information Systems, or Computer Science and Business Administration or equivalent work experience

Additional Notes:

This role might involve occasional travel to customer locations to present solutions.
