Every day, we rise to the challenge to make a difference and here’s how the Process Safety Engineer role will make an impact.
Job Description and Responsibilities:
Reporting directly to the EHS Director, the Process Safety Engineer supports implementation and continuous improvement of Process Safety Management (PSM) at the Tuas API manufacturing site. Process safety is the primary focus of the role, with additional responsibility for coordinating and maintaining the site Industrial Hygiene (IH) programme. The role works with Production, Engineering, Occupational Health and the wider EHS team to manage process and occupational health risks in line with applicable requirements and Viatris standards. The Process Safety & Risk Management Manager provides coaching and technical guidance on PSM activities.
Process Safety Management:
- Implement and maintain assigned PSM programmes, procedures and records; conduct gap assessments and support closure of identified actions.
- Provide process safety input to management of change, project reviews and pre-start-up safety reviews, working with area owners to identify hazards and verify controls.
- Support process safety inspections and audits, and follow up on findings with accountable departments.
Risk Assessment and Incident Investigation:
- Facilitate Process Hazard Analysis (PHA), including HAZOP and What-If reviews, coordinating preparation, multidisciplinary review sessions, documentation and action follow-up; support Layer of Protection Analysis (LOPA) and Bow Tie assessments, with technical guidance from the Process Safety & Risk Management Manager as needed.
- Maintain risk assessment records and action registers, track completion of risk reduction measures and escalate overdue or unresolved actions.
- Support investigations of process safety incidents, near misses and loss-of-containment events, including root cause analysis and corrective and preventive actions.
- Assist the senior engineer with Safety Case evidence gathering, document updates and tracking of assigned MHI actions.
Industrial Hygiene Programme:
- Coordinate and maintain the site IH programme, including risk-based exposure assessments, annual monitoring plans and records, with department owners and qualified specialists as needed.
- Assess chemical, noise and other relevant occupational health hazards arising from operations, new products and process changes; conduct or coordinate sampling and evaluate findings against relevant exposure limits.
- Recommend practical exposure controls using the hierarchy of controls and work with area owners to verify effectiveness and close identified gaps.
- Work with the Occupational Health Nurse on exposure information and medical surveillance, and support respiratory protection, hearing conservation and chemical hazard communication programmes.
Performance and Capability Development:
- Track assigned PSM and IH performance indicators, report emerging risks and programme progress, and support continuous improvement initiatives.
- Deliver training and awareness activities within the role’s competence, share lessons learned and support cross-functional process safety and EHS forums.
Qualifications Skills and Experience:
- Bachelor’s degree in Chemical Engineering, Process Safety, Environmental Health and Safety or a related engineering or technical discipline.
- 3–5 years of relevant process safety or EHS experience with practical PSM involvement, preferably in pharmaceutical/API, chemical or petrochemical manufacturing.
- Working knowledge of process safety principles, hazard identification, risk assessment, management of change and incident investigation, with practical experience facilitating PHA/HAZOP reviews and documenting findings and recommendations.
- Practical IH experience or relevant training in exposure assessment, monitoring and controls is preferred; willingness to develop IH capability is essential.
- Knowledge of applicable Singapore workplace safety and health requirements and familiarity with MHI/Safety Case concepts are advantages.
- Formal PHA/HAZOP facilitator training, Certified Industrial Hygienist (CIH) certification or Registered Workplace Safety and Health Officer status is an advantage.
- Strong analytical, communication and stakeholder management skills, with the ability to manage multiple priorities and translate technical findings into practical actions.
