Procurement Analyst

Employment type: Contract - 1 year + 2nd year extension expected (through Sep 2028)

Location and work arrangement: On-site, Orange, CA 92868. Remote work is not available.

Schedule: Typically 40 hours per week, Monday–Friday, within 8:00 a.m.–5:00 p.m. Pacific.

Position Overview

Make amendment and labor-rate validations reliable, traceable, and efficient. Client described extensive A&E staffing changes and cost proposals, some of which are around $1 million, with each rate subject to internal audit. This is a procurement analyst skill set within the contracted Procurement Specialist classification.

What You Will Be Doing

• Reconcile proposed labor categories/personnel, hours, rates, effective dates, and extended costs to the executed agreement and approved amendments.

• Identify unauthorized classifications or personnel, duplicate charges, wrong periods, incorrect extensions, and unsupported adjustments.

• Build a reproducible comparison with source references, formulas, exception flags and control totals.

• Recommend functional evidence: exact-match lookups or equivalent joins, conditional sums, duplicate checks, filters and reconciliation; summarize by category/person or period. Specific Excel functions, macros and software brands are not stated client mandates.

• Distinguish a supported calculation from authorization to pay or amend.

• Understand approved scope, remaining funds, term, required sign-offs and any contract-specific indirect costs or markups. Do not assume a markup, escalation, or rate is allowable without its governing clause.

• Keep original source data, identify the controlling rate-sheet version and effective date, document every exception and resolution, and make another reviewer able to reproduce the analysis.

• Validate all relevant rates rather than spot-checking an extensive amendment.

• Explain numerical findings concisely to a nontechnical manager; ask targeted questions, follow up on missing support, and escalate material issues promptly. Assist with procurements, cooperative agreements and time extensions as assigned.

Requirements

• 5+ years of public agency procurement analysis experience.

• A&E, capital-project, transportation, planning or public-works contract exposure; large labor-rate schedules; audited cost-proposal reviews; OpenGov or similar procurement systems.

• Ability to prepare professional documents and spreadsheets, maintain electronic procurement records, learn Client’s systems, and work reliably at the assigned on-site location.

Preferred

• California public-agency or transportation procurement experience.

• Experience drafting Board reports, coordinating best and final offers, or supporting procurement audits.

• A relevant credential such as CPPB, CPPO, or CPSM; no certification is mandatory.
