The role ensures cost-effective, timely, and compliant procurement that supports Aboitiz Construction’s project delivery and operational excellence. This position serves as the second level of escalation for procurement concerns from the Construction Business Unit and plays a key role in supplier relationship management, process improvement, and people development within the team.

Qualifications

  • Bachelor’s Degree in Supply Chain Management, Engineering, Business Administration, or related field; MBA or professional certification (e.g., CIPS, CPSM) is an advantage.
  • At least 5–7 years of progressive experience in procurement or strategic sourcing, preferably in the construction, engineering, or industrial sectors.
  • Strong knowledge of category management, supplier evaluation, contract management, and cost analysis.
  • Excellent negotiation, analytical, and decision-making skills.
  • Proficient in ERP systems (e.g., Oracle, SAP) and Microsoft Office applications.
  • Strong leadership and stakeholder management skills, with the ability to work cross-functionally.
  • Excellent communication and presentation abilities.

Key Responsibilities

Strategic Procurement & Sourcing

  • Manage the end-to-end sourcing and procurement process for high-value (Top Spend) items, ensuring competitiveness, quality, and compliance with company policies.
  • Oversee Categories 2 and 3, with primary focus on Category 2 (e.g., structural steel, cement, aggregates, mechanical/electrical packages, etc.).
  • Conduct spend analysis, identify cost-saving opportunities, and provide actionable recommendations to management.
  • Lead commodity research and market analysis to support strategic sourcing decisions and mitigate supply risks.
  • Develop and implement category strategies aligned with business goals and project timelines.
  • Support supplier negotiations to achieve optimal commercial and contractual terms.

Operational & Stakeholder Management

  • Act as the second level of escalation for procurement issues raised by the Construction Business Unit.
  • Participate in Daily Grind meetings for Construction projects and attend Maintenance sessions as needed to address sourcing or supplier concerns.
  • Collaborate closely with Project Management, Engineering, Finance, and other departments to ensure alignment and timely fulfillment of material requirements.
  • Monitor supplier performance and compliance with contractual terms, ensuring continuous improvement in delivery, quality, and cost.

Process Improvement

  • Continuously review and assess procurement processes, identifying gaps and recommending improvements for efficiency, transparency, and control.
  • Support digital transformation and automation initiatives within the Supply Chain Management function.
  • Contribute to policy formulation and process standardization across the procurement organization.

People Management & Development

  • Lead, mentor, and develop procurement team members to enhance their technical and negotiation skills.
  • Foster a culture of accountability, collaboration, and continuous improvement within the team.
  • Oversee workload distribution, performance monitoring, and competency development of assigned staff.

  • Ensure compliance with corporate governance, ethical sourcing standards, and sustainability initiatives.
  • Perform other tasks as may be assigned by the Procurement Manager or Supply Chain Head.
