• Develop and execute a global sourcing strategy to build a robust, diversified, and competitive supplier base.
• Identify, evaluate, and qualify new suppliers in alignment with business needs, technology roadmaps, and risk management frameworks.
• Drive supplier segmentation and tiered management, fostering strategic partnerships with key suppliers while actively managing performance, compliance, and continuous improvement.
• Lead supplier audits, risk assessments, and remediation plans to ensure supply continuity and resilience. Purchase Cost Management
• Lead global cost reduction initiatives, including annual negotiations, should-cost modelling, benchmarking, and value engineering (VA/VE).
• Drive transparency in total cost of ownership (TCO) by analysing material costs, logistics, tariffs, and supplier value-add.
• Collaborate with engineering and R&D teams to identify alternative materials, localized sourcing opportunities, and design-to-cost solutions.
• Monitor commodity market trends (e.g., metals, plastics, electronics) and translate insights into actionable procurement strategies. Commercial Terms Management
• Negotiate and define key commercial terms with suppliers, including payment terms, delivery schedules, warranties, liabilities, and intellectual property protection.
• Balance cost, risk, and operational requirements to secure favourable terms while maintaining healthy supplier relationships.
• Ensure all contracts comply with company policies, legal requirements, and industry standards across multiple jurisdictions. Purchasing Operations & Material Availability
• Oversee the end-to-end purchasing operations, including PO placement, order fulfilment, and delivery performance management.
• Ensure material availability to support production schedules while optimizing inventory levels and minimizing excess/obsolete (E&O) risks.
• Collaborate with Plant PMC and Global Supply Chain Planning to align procurement activities with demand forecasts and production plans.
• Establish and monitor KPIs for supplier on-time delivery (OTD), quality, cost performance, and lead time reduction. Key requirements:
• Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related field. MBA or equivalent advanced degree is preferred.
• Minimum 15 years of progressive procurement experience in a manufacturing environment(Mechanical, PCBA, Injection moulding etc.), with at least 8 years in a senior leadership role.
• Proven experience in China-based manufacturing procurement, with a deep understanding of the local supplier landscape, business practices, and regulatory environment.
• Solid experience in multinational corporations (MNCs), with exposure to cross-border sourcing, global supplier management, and working within matrix organizations.
• Demonstrated success in driving cost savings, supply base optimization, and supplier development initiatives in complex, high-mix/low-volume environments.
• Fluent in English and Mandarin Chinese (both written and spoken), with the ability to lead global meetings, negotiate with international suppliers, and communicate effectively across cultures.
• Strong presentation and stakeholder management skills, with the ability to influence senior leadership and cross-functional teams.
• Strong knowledge of procurement best practices, contract law, and international trade compliance.
• Familiarity with ERP systems and procurement digitalization tools.
