We are looking for an experienced **General Manager – Procurement & SCM** to lead end-to-end procurement, vendor management, project procurement, cost optimization and supply-chain coordination across Vocational Training, TLM, Outsourcing and ATL projects.

The role will be responsible for ensuring timely procurement against project requirements, improving procurement cycle efficiency, strengthening vendor performance, maximizing GeM utilization, achieving cost savings and ensuring dispatch readiness for ATL/TLM projects.

Key Responsibilities

**1. Project & Category Procurement**

* Lead end-to-end procurement execution across multiple projects and categories.

* Convert approved BOMs/PRs into POs within committed timelines.

* Monitor project-wise procurement plans, budgets and actual spend.

* Maintain live procurement trackers and identify procurement variances on a real-time basis.

* Drive category spend management across Vocational, TLM and Outsourcing requirements.

**2. Procurement Cycle & BOM Management**

* Improve PO turnaround time and ensure procurement is completed within project timelines.

* Ensure high accuracy in BOM-to-PO conversion.

* Review BOMs, specifications and commercial requirements before PO release.

* Ensure no PO is released against incomplete or unauthorized BOM/specification deviations.

* Escalate delayed procurement and approval-related issues proactively.

**3. Vendor Management & Performance**

* Identify, evaluate, negotiate and manage vendors/OEMs.

* Monitor vendor OTIF (On-Time-In-Full) performance.

* Conduct regular vendor performance reviews and initiate corrective actions for underperforming vendors.

* Develop strategic OEM partnerships to support project requirements.

* Drive vendor consolidation and commercial optimization wherever applicable.

**4. GeM & Government Procurement**

* Drive effective utilization of the **Government e-Marketplace (GeM)** for eligible procurement categories.

* Handle GeM-related procurement, rate contracts and commercial processes.

* Ensure compliance with applicable procurement procedures and documentation requirements.

* Identify opportunities to improve cost efficiency through GeM and strategic sourcing.

**5. Cost Savings & Commercial Negotiation**

* Lead commercial negotiations with vendors and OEMs.

* Deliver measurable procurement cost savings against approved category budgets.

* Develop alternate sourcing strategies and competitive vendor options.

* Negotiate pricing, payment terms, delivery schedules and commercial conditions.

**6. ATL / TLM Project Leadership**

* Lead procurement planning and dispatch readiness for ATL/TLM projects.

* Conduct weekly project procurement and vendor performance reviews.

* Coordinate BOM finalization, procurement, vendor readiness and dispatch timelines.

* Ensure project material availability as per committed implementation schedules.

* Resolve procurement delays and management-approval follow-ups on priority.

**7. MIS, Governance & Reporting**

* Conduct daily/weekly procurement review meetings with senior management.

* Track PO cycle time, procurement pipeline, spend, vendor performance, project status and pending approvals.

* Prepare procurement MIS, spend-vs-plan reports and variance analysis.

* Ensure timely escalation of critical procurement risks and delays.

**8. Team & Cross-Functional Leadership**

* Lead and guide the procurement team across Vocational, ATL, STEM and related procurement functions.

* Conduct regular team reviews and performance discussions.

* Coordinate closely with Project, Finance, Operations, Analytics and other business verticals.

* Ensure timely closure of procurement, asset reconciliation, audit and KRA-related activities.Key Performance Areas (KPIs)* Project-wise procurement delivery within committed timelines

* **Experience:** 12+ years in Procurement / Supply Chain / Strategic Sourcing

* Strong experience in **project procurement and category management**

* Experience in **GeM / government procurement / tender-related processes**

* Strong vendor development and negotiation skills

* Experience handling large-value procurement and multiple projects simultaneously

* Strong understanding of BOM, PO, procurement cycle, vendor performance and dispatch processes

* Excellent analytical, MIS and commercial decision-making skills

* Strong team-management and stakeholder-management capabilities

* Candidates from **Education, Skill Development, Vocational Training, Manufacturing, Projects, Infrastructure or related industries** will be preferred.Core Competencies
