Procurement Manager - Civil Engineer

We are seeking an experienced Procurement Manager with a strong background in construction procurement, particularly in large-scale civil engineering and high-rise building projects. The ideal candidate will have proven UAE/GCC procurement experience, an established network of local suppliers and subcontractors, and a strong understanding of market trends, material pricing, value engineering, and cost optimization strategies.

Key Responsibilities

• Develop and implement procurement strategies aligned with project requirements, budgets, and timelines.
• Manage the end-to-end procurement of construction materials, equipment, subcontracting works, and services.
• Source, evaluate, and negotiate with suppliers, subcontractors, and vendors across the UAE and GCC markets.
• Maintain strong relationships with local suppliers and subcontractors to ensure competitive pricing and reliable supply.
• Review technical specifications, bills of quantities (BOQs), purchase requisitions, and commercial proposals.
• Monitor market trends, material price fluctuations, and supply chain developments to support informed purchasing decisions.
• Identify alternative sourcing options and suitable materials to improve cost efficiency and mitigate supply risks.
• Implement value engineering initiatives and procurement cost optimization strategies without compromising quality or project specifications.
• Coordinate with project managers, engineering teams, consultants, and site personnel to ensure timely procurement and delivery.
• Monitor supplier performance, delivery schedules, material quality, and contractual compliance.
• Manage procurement budgets, cost control, purchase orders, and contract negotiations.
• Ensure compliance with company procurement policies, project specifications, and applicable regulations.

Qualifications and Requirements

• Bachelor’s Degree in Civil Engineering.
• Minimum 8–12 years of procurement experience in the construction industry.
• Proven experience in large-scale civil engineering and high-rise building projects.
• Strong knowledge of construction materials, technical specifications, BOQs, subcontracting, and commercial terms.
• Demonstrated expertise in supplier negotiations, contract management, and strategic sourcing.
• Excellent communication, negotiation, analytical, and organizational skills.
• Strong ability to manage multiple procurement packages and meet demanding project deadlines.

Preferred Experience

• UAE/GCC procurement experience.
• Strong network of local suppliers and subcontractors.
• Proven experience in large-scale civil engineering and high-rise building projects.
• In-depth knowledge of market trends, construction material pricing, and alternative sourcing strategies.
• Experience in value engineering, cost reduction, and procurement cost optimization.

Pay: AED20,000.00 - AED25,000.00 per month
