Procurement Manager

Manage internal and external procurement requests; complete demand analysis, review, solution design, and procurement execution in strict compliance with company policies;

Oversee contract execution, filing management, and supplier performance follow-up to ensure full-process compliance and closure;

Conduct demand research in the early stage of projects, gather and analyze market supply and pricing trends, and use these insights as key input for project feasibility studies, necessity analysis, and procurement solution design;

Responsible for expanding international supplier resources, establishing communication channels and maintaining good relationship;

Responsible for supplier communication, negotiation, and management;

Assist in optimizing the procurement management system and other internal supply chain management systems;

Accept internal and external supervision and inspections; cooperate with various internal and external audit activities;

Complete other tasks assigned by leadership and direct supervisors.

Bachelor's degree or above with corresponding degree, or full-time bachelor's degree or above from Hong Kong, Macau, Taiwan, or overseas institutions, or joint-venture universities recognized and accredited by the Chinese Ministry of Education; major in Computer Science and Technology, Telecommunications Engineering, or Supply Chain Management preferred;

Minimum 3 years of work experience in IT, telecommunications, or supply chain management;

Strong negotiation skills and cost analysis abilities; solid knowledge of contract law;

Good written and spoken English skills; certified by CET-6, TOEFL, IELTS, or a qualified TOEIC score;

Detail-oriented with excellent Chinese document drafting, management, and review capabilities;

Self-motivated with strong sense of ownership; able to complete tasks independently and efficiently;

CIPS certification or familiarity with telecom operator supply chain characteristics is a plus.
