What they need

Procurement Manager (Public Sector Transition)

Location: Birmingham (Hybrid)

Salary: £60,000 per annum

Sector: Transport & Logistics

The Opportunity

Following a recent government acquisition, this market-leading transport organisation is seeking a strategic Procurement Manager to lead the transition of its commercial function into a public sector framework. This is a unique, high-impact role responsible for readying the business for a regulated environment while maintaining commercial resilience across a diverse portfolio of direct fleet and corporate spend.

The Role

You will be the driving force behind the organisation's shift to public sector procurement standards. Your primary focus will be ensuring all commercial activity is compliant with Public Contracts Regulations (PCR) while negotiating high-value agreements and managing supplier performance to mitigate risk during the transition.

Key Responsibilities:

  • PCR Integration: Lead the implementation of Public Contracts Regulations (PCR) across all end-to-end category strategies, ensuring the business is fully prepared for public sector governance.
  • Compliant Sourcing: Design and execute competitive sourcing exercises in full alignment with PCR guidelines, managing the tender lifecycle from initial notice to contract award.
  • Public Sector Readiness: Standardise NDAs, SLAs, and Master Service Agreements to meet statutory requirements and ensure legal protection within a government-owned entity.
  • Category Strategy: Develop resilient strategies for direct fleet requirements and indirect categories (IT, Facilities, HR) that balance commercial value with public sector transparency.
  • Supplier Governance: Track supplier performance and conduct regular KPI reviews, ensuring all third-party relationships meet the rigorous compliance and ESG standards required by the public sector.
  • Market Intelligence: Monitor market conditions and benchmark pricing to identify supply chain risks, ensuring all procurement activity remains defensible under public audit.

The Person

We are looking for a commercially sharp procurement professional who can navigate the complexities of a private-to-public sector transition.

Essential Requirements:

  • Regulatory Expertise: Comprehensive understanding of Public Contracts Regulations (PCR) or a proven ability to transition commercial expertise into a highly regulated public sector environment.
  • Procurement Track Record: Significant experience managing a hybrid mix of direct (engineering/fleet) and indirect spend categories.
  • Negotiation & Tendering: Expert-level experience leading competitive tenders and contract negotiations within a structured governance framework.
  • Change Management: Strong interpersonal skills to influence stakeholders and operational teams through the transition to public sector processes.
  • Analytical Mindset: Excellent problem-solving skills with the ability to ensure real-time project visibility and informed decision-making.

Package & Benefits

  • Salary: £60,000 per annum.
  • Travel Benefits: Exceptional travel perks across the national transport network for you and a nominated partner.
  • Financial Security: Robust company pension scheme and life assurance.
  • Wellbeing: Access to an Employee Assistance Programme and private online GP services.
  • Career Growth: Unrivalled opportunity to lead a major organisational transition within a large-scale, innovative environment.
