Procurement Manager (Data Center E&M Project)

• Analyze project delivery strategy and output procurement strategy.

• Analyze the project delivery commercial environment and find the most suitable delivery plan & action.

• Maintain Blanket Purchase Agreement (BPA) with latest prices as per bid in i-Buy system/ negotiated prices or regular price maintenance activities.

• Follow up on sales/ solution department regarding price enquiries. Establish the Data Center project cost baseline. Regularly update baseline based on market changes.

• Consult with PD/PMO and escalate supply chain and quality issues.

• Execute Supplier Manager Role for suppliers i.e., supplier relationship management, negotiations, contract management, delivery quality management, etc.

• Utilize all procurement-related IT systems.

• Execute Sourcing Strategy to build up a high-quality resource pool.

• Contract handover through the system.  Fulfil specific supplier strategy and performance targets.

• Maximize supplier value across categories and across internal customers through pooling volumes.

Requirements:

• Bachelor's degree or above in Electrical Engineering / Mechanical Engineering, Supply Chain and Operations Management, or related field.

• Minimum 5 years of experience in direct procurement, ideally in ICT/Data Center/Construction procurement

• Familiar with Hong Kong IDC partner resources. Can base sourcing strategy on analyzed resource gaps.  Having Data Center procurement and project management experience is a plus

• Good understanding of the procurement process.

• Strong negotiation skills and experience.

• Strong interpersonal and communication skills, ability to establish and maintain cooperative and harmonious working relationships within a multicultural work environment.

• With integrated decision-making skills, ability to prioritize work.

• Good command of written and spoken Cantonese and English. Mandarin is an advantage.

• More experienced candidates will be considered for the Senior Manager position.
