Procurement Officer

JOB SUMMARY:

• The Procurement Specialist (Supervisory) is responsible for sourcing of suppliers/service providers and negotiating contracts for non-catalog items based on the needs of requesting units/parties. He/she is also responsible for ensuring quality and cost efficiency of sourced items or services.

RESPONSIBILITIES:

General Procurement and Tendering

• Receive and evaluate business requirements raised by business units.
• Validate and clarify details of requirements received.
• Advise business units of revisions and recommended changes to rectify and/or amend details of the requests or documents.
• Negotiate applicable commercial terms with qualified suppliers, service providers and contractors.
• Prepare and endorse initial recommendation for canvass reports on new, non-catalog, or tendered items.
• Facilitate and assist in the whole tender process and ensure satisfactory delivery and fulfillment of requirements.
• Coordinate and endorse with related P&L units the accreditation of newly qualified suppliers, service providers or contractors.

Contracts Management:

• Prepare and route subject contracts and agreements for approval of authorized signatories.
• Monitor and ensure compliance of supplier, service provider or contractor to terms and conditions and implement corrective measures for any breach.
• Facilitate amendments to contracts and agreements as approved by corresponding business units and management.
• Facilitate and endorse for review contracts and agreements approaching culmination.

Customer Service and Supplier Relationship Management

• Establish, develop, and maintain a professional working relationship with business units and vendors to ensure key partnerships for future growth.
• Request feedback from business units to ensure continuous supplier improvement.
• Contact vendors to follow-up requisitions, resolve issues, and ensure alignment with business unit’s requirements.

Logistics and Disposal

• Source for buyers who wants to acquire or purchase asset to be disposed
• Examine the value of assets to be disposed and assist potential buyers for inspection.
• Recommend buyers in the sale of disposed company assets.
• Review asset disposal process and ensure items are disposed in an environmental friendly manner.
• Monitor incoming and outgoing deliveries.
• Determine and resolve problems concerning transportation, logistics systems, imports or exports, or customs.
• Coordinate inbound or outbound logistics operations, such as transportation or warehouse activities, safety performance, or logistics quality management.
• Review the financial impact of proposed logistics changes, such as routing, shipping modes, product volumes or mixes, or carriers.
• Advice all internal customers on compliance with PEZA, TIEZA and/or PAGCOR regulations related to their logistical activities.
• Review and evaluate billing of logistics brokers for payment endorsement.

Other Tasks

• Project a good Company image, uphold company policies, and do not divulge information deemed to be of a confidential nature
• Perform other related tasks and duties that may be assigned.

QUALIFICATIONS:

• Involves traveling to various work sites and locations
• May require working on odd hours and weekends
• Bachelor’s Degree in Supply Chain/ Business related courses and/or Engineering.
• At least one (1) year work experience in Supply chain, manufacturing or in any similar, dynamic and fast paced industry.
